Introduction

The mission of the Directorate General for Regional and Urban Policy (DG REGIO) is to strengthen economic, social and territorial cohesion by reducing disparities between the levels of development of regions and countries of the European Union. Within DG REGIO, the IT Implementation and IT Governance Unit is providing high-quality IT services and information systems to all DG REGIO services.

To achieve this mission and to accompany changes to the business environment, the Strategic and Enterprise Architecture Sector (SEAS) within the IT Implementation and IT Governance Unit performs regular activities aiming at formulating a comprehensive view of the long-term IT strategy from a people, process and technology perspective.

The Strategic and Enterprise Architecture Sector delivers the following set of services to its customers:

  • Design and maintain Enterprise Architecture;
  • Conceive global IT strategy and draft IT Master Plan;
  • Assist REGIO IT governance bodies;
  • Define the implementation of IT strategy in terms of technological solutions/platforms;
  • Monitor market technologies and tools;
  • Manage quality (definition and control);
  • Improve IT services and unit organisation.

In an effort to increase efficiency, to reduce complexity and to cut the cost of designing, implementing and managing financial IT systems, and in line with the IT convergence plan launched at the Commission level in the framework of the e-Commission programme, DG REGIO started the development of the Enterprise Architecture framework and drew up a set of models describing DG REGIO's business processes and functions, especially financial processes and its linked functions and systems (WFS, SFC2007- Back Office, Sysaudit, ABAC).

Following this first iteration, DG REGIO wants to consolidate the Enterprise Architecture (EA) service by refining the EA framework (services provided, meta-model used, repository and processes) and in particular modelling the financial processes for the new programming period ) which are linked to the financial IT systems (ie in close link with Commission's accounting system ABAC). Tasks

In the current context, the objective is to provide Business Process Management and Enterprise Architecture (EA) leadership and resources, in support of enabling the delivery of EA strategies, services, tools and processes.

The objective of this mission is two-fold:

(1) Refinement of REGIO Enterprise Architecture Framework:

  • EA Services, especially those services that can help the DG to effectively manage business needs and IT assets, to gain agility and interoperability, to reduce information redundancy, and to reuse and optimize processes;
  • EA Repository, covering business, information and application viewpoints, with main focus on financial processes and local (SFC2007-Back Office, WFS, New WFS, Sysaudit) and corporate finance information systems (ABAC) for the daily financial and budgetary management;
  • EA Meta-model, that presents and documents, in a structured way, the concepts, modelling conventions and formalisms used to build the architecture models;
  • EA Development Process, along with governance, organizational, communication and management sub-processes.

(2) Implementation of the EA framework on DG REGIO strategic initiatives, by leveraging the EA framework.

This part of the activity will consist in providing architecture services, using the EA framework, to various connected IT processes and cycles, and especially to:

  • Business Process Management cycle: analysis and modelling business processes, analysis and modelling of organisational structures, Data flow analysis, analysis and modelling of business functions and business rules, modelling business glossary and business concepts, providing impact analyses and reports for process simplification and rationalisation initiatives;
  • Software development cycle: defining needs specific to development programmes and projects, creating architecture models (As-Is, To-Be, roadmaps, ) for business activities and tasks, high-level logical data models, analysis reports (process "dossiers", );
  • IT Strategy cycle: analysis of information systems portfolio, defining and publishing As-Is and To-Be high-level blueprints, defining information systems portfolio (local and corporate systems) in relationship with business processes and functions, maintaining mapping with the corporate portfolio management tool (GovIs);

In this implementation phase also, the activities carried-out will mainly focus on the financial processes currently covered by the local and corporate information systems, specifically on those belonging the new programming period ).

Profile

The profile requested is:

IS Senior Architect (SAR), with a specific expertise in:

  • Business Process Management;
  • Business Process modelling using various tools, more specifically ARIS platform.

Required Knowledge and Expertise

  • In depth knowledge and experience in Business Process Management;
  • Good knowledge and experience in Enterprise Architecture (concepts, frameworks, tools and methodologies) and understanding of architecture frameworks especially TOGAF;
  • Very good knowledge and experience in producing business, functional and IT architectures along with the appropriate skills;
  • Strong experience in Project Management;
  • Excellent knowledge and experience in strategic thinking and planning;
  • Excellent consulting and client relationship skills;
  • In-depth knowledge of IT tools used for EA and business analysis (eg Aris platform);
  • Proven track record in the analysis, design and implementation of a wide range of business functions and processes, and especially financial processes;
  • Sound analytical skills, detailed methodological knowledge and a disciplined and systematic approach to business analysis;
  • Good knowledge of IT tools used in the office environment;
