Senior Analyst-Programmer/Developer - PHP, Drupal, MySQL, Postgree, UML, RUP
Introduction
The External Relations General Directorate manages the European Union network of Delegations spread all over the world.
This network, composed of more than 5.500 staff members and based in more than 130 third countries, requires corporate information systems in support to its daily administrative management in a large range of business domains like Human Resources, Document management, Assets, Budget and Financial, Real Estate Management, etc.
As from 1st January 2011, both DG RELEX and the EU Delegation network will become part of the new European External Action Service.
The successful candidate will participate in several document management projects: maintenance of the existing Delores application deployed in Delegations; building a new Web Content Management based for Intranet, build add-on features in the context of the corporate ARES document management system deployed in Delegations.
Tasks
Under RELEX.K9 supervision, and in close relation with the business unit owner of the future information system, the service provider will assume and/or assist in delivering the following tasks:
- Analysis of the business requirements
- Performing technical analysis and producing technical documentation both for application and database layers
- Prototyping
- Writing/maintaining of applications that reflect the business requirements and technical specifications
- Elaboration of test programs
- Definition and integration of technological components
- Integration with other applications
- Production of technical documentation
- Assistance in training the administrators and users of the system.
- Assistance with deployment and configuration of the system
- Assist with evaluating and testing products delivered by other teams to ensure that they conform to the organization requirements and methodology.
- Participation in meetings with the internal and external services/partners
- Participation to missions in EU Delegations premises
Knowledge and Skills
The tasks to be performed, RELEX.K9 working environment, and its development projects' life cycle require the following knowledge and skills:
- In depth knowledge of application development environments in PHP.
- In depth knowledge of relational database systems (eg MySQL, Postgree)
- Good knowledge of the design and development of web and multi-tiers Internet applications
- Good knowledge of Web Content Management tools (eg DRUPAL)
- Good knowledge of modelling tools (eg UML)
- Good knowledge of software development methodologies (eg RUP)
- Ability to cope with fast changing technologies used in application developments
- Ability to work (speaking/writing) in English for all project artefacts and meetings, and a good understanding of French
- Ability to participate in multi-lingual meetings, ease of communication.
- Capability of integration in an international/multicultural environment, rapid self-starting capability, self-motivated and experience in team working.
Good knowledge of development life cycle management tools (eg RTC) is an asset
All information system projects managed by RELEX.K9 make full use of the Rational Unified Process methodology as well as Rational Team Concert, Rational Software analyser, Rational Functional Tester and RequisitePro tools.
