A general contractor specializing in engineering, procurement, construction and installation of floating production systems & other new technologies is looking for a QHSE Advisor (Training & Development) to join the team in Houston, TX!

POSITION OVERVIEW:

Reports directly to the HSE Manager-Projects and takes direction from the Project Manager(s) for FPSOs, FSOs and TLPs. Implements the company HSE Management System and programs on assigned projects beginning with proposal, engineering, construction/fabrication, and continuing through commissioning and handover. Coordinates HSE implementation for transition to operations.

DUTIES AND RESPONSIBILITIES:
  • Promotes a proactive HSE culture including inherently safer design concepts on assigned projects.
  • Develops and implements HSE program, procedures, and practices for facility design and construction consistent with the HSE Management System.
  • Supports and advises projects with compliance of HSE procedures and practices for facility design, construction, and project HSE execution as well as meeting client requirements, industry good practices, and governing regulatory requirements.
  • Implements project stage reviews to ensure that the HSE design meet or exceed performance requirements of company, the project, the client, as well as governing regulatory requirements.
  • Coordinates formal safety assessments including HAZIDs, HAZOPs, QRA, and the case for safety.
  • Provides HSE proposal support including cost estimates and plans.
  • Supports project management in the selection, assessment of HSE staff/consultants on their projects.
  • Assures reporting, investigation, mitigation and appropriate communication of project HS incidents are undertaken in a timely and appropriate manner. Assist project management in incident investigation and reports, as required.
  • Implements construction/fab yard reviews to ensure that the HS programs and performance meet or exceed requirements of the project and the client.


RELATIONSHIP RESPONSIBILITIES:
  • Interfaces with other group functional areas in order to understand, analyze and resolve HSE issues, and improve the efficiency and execution of HS requirements.


REQUIREMENTS:
  • Bachelor degree in HSE Management, Environmental Management, or related field.
  • 5-7 years of experience in the development, and implementation of Health, Safety and Environmental programs involving engineering and construction of upstream/offshore oil & gas projects.


Auditing: ISO 9001, ISO 14001, ISM, OHSAS 18001 - HSEQ Management Systems

WORK ENVIRONMENT:
Requires frequent travel (30% to 40%) and/or short term assignments to other facilities, including international travel with exposure to fabrication and shipyard conditions.
