Description
SC Cleared COEIA Effectiveness & Investment Appraisal Analyst required to work in Andover, Hampshire on a 12 month contract initially.
The COEIA Analyst will develop a fit for purpose Concept of Analysis (CofA) for an ICT Project. You will also develop the assessment criteria for the project and support analysis of the acquisition options (including technologies, vendors and products). The COEIA Analyst will also develop a fit for purpose COEIA.
Candidates should:
- Be able to demonstrate a track record of producing COEIA products for successful ICT based projects
- Have extensive experience of working within Defence
- Have the skills and experience necessary to conduct a COEIA (with supporting OASP and COA) for the MoD
- Have experience in the preparation of Cat B IG/MG BC submissions to Cabinet Office, Treasury and/or MOD Head Office
- Be familiar with the MOD Architecture Framework (MODAF) and AOF.
- Have strong communication and listening skills with the ability to produce written work (English) to a very high standard
- Be a self-starter with strong team ethos and the ability to generate outputs to challenging time schedules
- Be self confident and articulate amongst peers, senior officers and external senior management
- Have strong stakeholder management skills
- Be output oriented and show flexibility is hitting short term deadlines
- Be skilled in the full range of Microsoft Office applications
