Role: Security Assurance CLAS Consultant

Roles & Responsibilities:

Key responsibilities

  • The purpose of this engagement is to procure the services of an experienced CLAS consultant to assist the project and achieve all the required accreditation for the Debt Market Integrator.
  • This will include working closely with the Pan Government Accreditor, departmental specialists and the preferred PSP once selected.
  • It is assumed that recognized data transfer methods will continue to be used between departments and the DMI, but there will be a short window to accredit the DMI architecture and that of any sub-contractors.
  • This will be the responsibility of the DMI although the project will want the necessary assurance. It would be expected that the consultancy procured would support the project more closely to facilitate the full delivery of all required products.
    This is likely to include;
    Working closely with the Pan Government Accreditor to develop and define the information assurance requirements for DMI on behalf of HMG.
  • To review and take account of existing policies for information assurance ensuring these are Embedded into requirements
    Documenting the information assurance requirements of the DMI itself and any sub contracted suppliers to be shared with prospective bidders during ITN stage.
  • Supporting the bidder evaluation stage reviewing proposals and to understand their likely ability to satisfy DMI Information Assurance requirements
    Work with PGA to complete accreditation of chosen supplier and solution.
  • Designing and documenting the supporting IA governance that would be required.
  • Developing with the initial customers IA documentation required at the early stage such as Business Impact Assessments, Privacy Impact Assessments etc where possible. In addition to leading the development of the information assurance products, it is expected that the CLAS consultant will have experience of leading customer groups through the process. Strong stakeholder management qualities are essential for the success of this role.

 Experience Required:

  • The project will monitor performance and delivery through the course of the term of this contract. A detailed planning exercise will be undertaken from the outset with progress being monitored against those plans. The project will expect products to meet customer expectations with regard to the content supplied, detail provided, and the level of quality.

INTRODUCTION OF THE ROLE

  • A procurement exercise is currently ongoing to identify a Private Sector Partner with whom the Government will set up new joint venture organisaton - the Debt Market Integrator.
  • The DMI will provide deb management services to Government departments.
  • There are currently six initial customer departments, HMRC, DWP, HO, SLC, DVLA and LAA. The DMI will need to meet the accrediton an security requirements for each of its customers.
  • The procurement exercise to identify a PSP i ongoing with the preferred bidder due to be announced towards the end of July.
  • There will then be a three month implementation period with the DMI due to provide live services from 03 November. The project view the CLAS consultancy requirement being broken into three distinct phases which are consequential. The outline below is for the full requirement however this initial engagement relates to the first phase only. The outline requirement is therefore:
    Late April : Bidder Evaluation 20 - 25 days - CLAS consultant would be required to feed into the design of evaluation criteria which would enable us to identify which suppliers would meet accreditation requirements.
  • This work is happening now, so we have an immediate need for this resource.
    Late May to July - We will start to receive bids from suppliers - so we would expect the consultant to support the evaluation work based on their input into the design of the evaluation criteria.
    August to October DMI Accreditation - is due to take place in this three month period.
  • This assumes no delays to the project go live The budget for this initial phase is £18,750. This is based upon an estimated 25 days work at a daily rate of £750 inclusive of VAT.

This daily rate has been approved by the Cabinet Office Finance Director and is the maximum payable under this tender. Prices should be inclusive of expenses and ex VAT.
