Description

The Subcontracts Administrator must have overall subcontract life cycle experience; the ability to support various programs from Cradle to grave; the ability to work independently, while performing day to day activities related to compliant and timely acquisition services.The Subcontracts Administrator follows company's procurement practices to ensure compliance with Federal Acquisition Regulations, Department of Defense Federal Acquisition Regulations, and OMB Circulars.   

Responsibilities include the following:

1.  Prepares and submits pre-award documents needed during the proposal process. Drafts Request for Proposals/Quotations (RFP/RFQs); performs proposal, cost and price analysis and negotiations memoranda.

2.  Draft and negotiate subcontracts, vendor contracts, consulting agreements and modifications under Federal Prime Contracts and Federal Assistance Awards.

3.  Provides certifications, clearances, approvals, and documentation required for all subcontracts and subcontract modifications.

4.  Provides contract close-out documents on a timely basis.

5.  Advises Principal Investigators and researchers regarding  subcontract process, subcontract terms and conditions, and statement of work preparation.

5.  Generates timely, compliant subcontracts and subcontract file documentation

6. Generates consent packages as required; must be familiar with compliance requirements associated with Contractor Purchasing System Review (CPSR); requests sponsor approval as required

8. Provides proper review of invoices and monitoring of subcontractor progress

9. Reviews and  assists the program with subcontractor performance

10. Provides regular status reports to management on subcontract progress and issues

11. Develops and sustains positive relationships throughout the organization to ensure cross function collaboration.

12.  Completing other projects as assigned.

Responsibilities:

Required Knowledge, Skills, and Abilities: 

  • Demonstrated experience and knowledge of federal agency policies and procedures, as well as applicable OMB circulars, contract, grant and subcontract administration in a research administration environment;
  • FAR/DFAR knowledge a must; knowledge and use of contracting software (Oracle/PeopleSoft preferred); excellent communication skills; ability to manage multiple tasks simultaneously, to meet deadlines, and to interact with high educated medical and research professionals, senior management, colleagues, and subcontractors in a professional, positive and effective manner. 
  • Must be proficient in Microsoft Word, Lotus Notes, and Excel.
  • Experience with various types of contracts, CR, CPFF, IDIQ, T&M, FFP, LH, FFPLOE; must possess strong knowledge of subcontract formation and definitization of letter subcontracts; experience in a medical research environment preferred.
  • Must be an independent self-starter with the ability to handle multiple critical assignments.

Minimum Experience: Minimum 4 years subcontracts experience;

Required Licenses, Certification or Registration: NCMA, CPCM or CACM certification preferred

Education Requirements: Bachelor's degree in related field required; Master's and/or NCMA, CPCM or CACM certifications desirable
