Minnesota Housing is seeking Professional/Technical Services to augment staff for the quality assurance needs required by its business units, including single family, multifamily, and communications. Minnesota Housing has developed complex systems that are unique to its finance business and help it maintain its status as the number one producing housing finance agency in the nation. These applications must include functionality to interact with affordable housing programs, rent and income restrictions, property risk management and related matters pertaining to state and federal mortgage loan programs.

  • Seeking a Quality Assurance Analyst to work with PM, BA, and developers to test applications and verify that features and functionality meet the business requirements
  • Quality testing solutions will be provided that meet the application needs of Minnesota Housing Finance Agency
  • Stakeholders for the development of projects include the Leadership and Management of BTS
  • QA's role is to provide quality testing expertise for ensuring correct and accurate business applications
  • All applications tested are to benefit the MHFA strategic plan
  • Release Manager is responsible for the cross-technology domain release management, process design, optimization and policy.
  • Release Manager oversees the process by which the production environment is updated, upgraded, and maintained.

Project Deliverables

  • Test plans including objectives, scope, approach, assumptions, dependencies, risks and schedule for the appropriate test phase or phases
  • Test cases related to each business requirement by application
  • Defect tracking and documentation. Documentation should include the description, severity, and impacted area.
  • Status reports for pass/fail execution of the test plans
  • Delivery of documented Release Plans for each migration thru the environments

The BTS Application development team consists of 4 developers with the following skillsets

  • Position(s) report to the Application Development Manager
  • C# .NET (2)
  • MS Excel (Microsoft Office) development (2)
  • Business Intelligence Reporting (2)
  • ECM (Oracle WebCenter) (1)
  • Quality Assurance/Release Management (1)

Project Requirements

  • Quality Assurance testing of complex data-intensive Windows, web and web service applications that include the functionality to work with the interactions of affordable housing programs, rent and income restrictions, property risk management, collecting rental and property operating data, compliance monitoring, tracking and resolving violations, and related matters concerning the numerous available state and federal mortgage loan programs.
  • QA of user-initiated enhancements work on Minnesota Housings Property On-line Reporting Tool for deferred loan, tax credit and HOME compliance;
  • Understanding in Multifamily funds requests application
  • Understanding in Interest Rate programs and Home Help Calculator application.
  • Release Management process overseas the process by which production environment is updated, upgraded, and maintained.
  • Develop, audit, monitor, and enforce established release management processes and policies in support of cross-domain configuration integration, testing, completeness and consistency.
  • Coordinate release program activities and functions
  • Leads release coordination consistently interacting with BTS and business leadership
