Senior Medicare and Medicaid Business Analyst ---Silver Spring, MD

Job Summary - This 12+ month contract opportunity is for a Senior Medicare and Medicaid Business Analyst role for a major health care provider.  The individual in this role will be primarily be responsible for  business consulting and customer facing in meeting with the business users and SMEs to solicit, analyze and document their business needs. Write business, user, and functional requirements, create current and future state workflows, analyze business processes, and develop business cases to support IT solutions. The individual also provides client support during system development and implementation, development, and maintenance of service level agreements.

Essential Functions:

Independently identifies, analyzes, and documents cross-functional and/or cross-divisional business requirements, IT functional requirements, workflows, information sources and distribution paths.

Conducts and/or participates in analysis sessions with SMEs and business owners to gather client business requirements, functional requirements, and processes, and in the preparation of appropriate documentation to communicate and validate the information.

Conducts analysis sessions with SMEs to develop workflows, process diagrams and gap analyses to identify system, application, and/or hardware needs.

Conducts internal IT review sessions to validate business requirements and IT functional requirements document, workflows, process diagrams, and gap analyses.

Conducts customer review sessions to validate business requirements and IT functional requirements documents, workflows, process diagrams, and gap analyses, and obtain appropriate approvals.

Identifies overlaps and related processes.

Develops and presents to management, complex business cases with cost, service, benefit and ROI dimensions of proposed IT projects that are used at management and executive levels for funding and scope decisions.

Analyzes and defines efficient, cost effective IT solutions that support client business processes and functional requirements for complex IT projects or tasks on large IT projects.

Evaluates existing application products that could address client requirements and develops recommendations where appropriate.

Evaluates alternative operational efficiencies.

Independently initiates, investigates, documents, and analyzes clients' systems requirements in complex project areas such as: new business operating models with innovative approaches to IT solutions support, market research of emerging or available product functionality and operational readiness assessment.

Independently assesses scope and impact of client business needs to define a project and leads partnering IT services in accomplishing those needs.

Performs risk analysis.

Develops and implements communication and escalation plans and resolves issues.

Uses the associated project planning tools.

Provides knowledge transfer as appropriate.

Uses professional concepts and company policies and procedures to solve a wide range of difficult problems in imaginative and practical ways.

Makes decisions quickly using knowledge and expertise involving the interpretation and execution of general guidelines.

Schedules reviews of documents with management at key intervals for advice and guidance as necessary, prior to completion.

Required Experience:

*These are the MUST HAVE items. If a candidate does not have these then they will be rejected!*

8 years of experience as a Business Analyst/Consultant

*5 years of experience with a Bachelor Degree*

MUST HAVE Experience with analysis of Medicare and Medicaid regulations, requirements solicitation, and business processes, not just data mapping.

Ability to interview business users, develop and document business requirements/high-level design, and provide high-level of effort estimates.

Demonstrated collaboration, documentation, and presentation skills.

Thorough knowledge of Business Analysis practices.

Demonstrated experience working in a SDLC environment.

Laboratory Information Systems and/or HL7 background would be a plus, do not need to have the HL7 Certification.

Preferred Experience:

BA/BS degree

Knowledge of structured analysis or use-case based analysis

Demonstrated ability to work with both Technical and Business management and staff

Must have a strong team focus and ability to work well under deadlines

Knowledge of Health Plan systems

Experience with Epic

Knowledge with PathNet

Required Education:

High School Diploma or GED
