A Public Sector organisation based in Stafford requires an interim Strategic Lead for Learning & Development on an initial 9 month contract.

The purpose of the role will be to work in partnership with key stakeholders internally and externally to shape, enable, guide, support, challenge and connect the organisation to deliver sustained performance improvement and effectiveness. Within the service, specialisms exist in the areas of workforce planning, learning and development and employee engagement.

The successful Strategic Lead will be a key member of the organisations Operational Management Team (OMT), taking responsibility for effectively developing strategies, and commissioning delivery in support of those strategies, to achieve our vision, values and outcomes.
Reporting to the Head of Organisational Development, the post holder will develop strong working relationships with internal and external stakeholders to lead on the development and commissioning of the Learning & Development Strategy. This critical role is responsible for ensuring the effective management and commissioning of all corporate learning & development activities for the organisation and with wider partners where appropriate.

Key Skills/Experience

- A minimum of 3 years experience working in an L&D or related function at a management level
- Leading successful development and implementation of organisation-wide learning and development strategies and supporting programmes to drive improvements in organisational performance
- Experience of conducting strategic needs analysis and evaluation of interventions to identify and recommend future L&D solutions
- Good all round technical L&D knowledge and experience covering both theory and practice, ideally within the public sector, with particular application to supporting change, transformation, commissioning and commerciality
- Knowledge of statutory, health, safety and equality requirements relating to L&D
- Experience of managing and co-ordinating projects and complex workload and conflicting demands
- Evidence of external partnership working across complex organisations
- Proven experience of delivering outcomes through effective Matrix management and working
- A thorough understanding of the current challenges facing local government generally
- Integrity, credibility that engages and instills the confidence of senior leaders, staff and stakeholders
