Interim Head of Capital Programmes

A leading public sector organisation in South London is recruiting for an Interim Head of Capital Programmes' to lead and manage capital programme teams delivering potentially schools, regeneration, and community programmes together with associated activities. The programmes are likely to amount to circa £50m per annum in value. To ensure programmes and projects are delivered to the required timescales and budgets, achieving the required outcomes.

The successful candidates with relevant professional or management qualification, who can demonstrate  knowledge of related legislative policy, good practice guidelines and experience in procurement and contract management.

If you have proven track record of delivering capital programmes within a framework of collaborative working with key stakeholders, and have experience in a senior management post in a large complex organisation, then we would like to hear form you.

The features of the jobs are:

  • Providing leadership and effective management of the delivery of the allocated capital programmes ensuring programmes and projects are delivered to the required timescales and budgets, achieving the required outcomes.
  •  Ensuring that all aspects of the capital programmes are planned, designed, procured, managed and delivered, working with key stakeholders and others, such that they meet the aspirations of Client and the needs of key partners and stakeholders including schools, the business community, citizens and the government.
  •  Ensuring progressive improvement in value for money, speed of delivery and efficiency of operation of capital programmes.
  •  Overseeing, planning and managing appropriate levels of staff and other resource to meet the needs of the various programmes and their changing nature and scale in a cost-effective manner.
  •  Working collaboratively with elected members, key stakeholders, partners and other service providers and with service-users and citizens to understand their requirements and expectations and to develop and deliver a range of capital investment programmes which support the Client's goals and statutory responsibilities
  • Ensuring that programmes and projects not only deliver the direct outcomes for which they are intended, but also contribute to the overall objectives of the Client including development of the social, economic health and environmental well-being of the community, for example by enhancing employment and training opportunities and promoting sustainability.
  • Ensuring that necessary processes are in place to manage and monitor effective delivery and organisational management including asset and financial management and planning, performance management arrangements, customer feedback and quality assurance processes, etc., working with other client staff as appropriate.
