Our client is looking to recruit an Interim Procurement Manager to join their team at their office in Westminster on an initial 3 month contract.

This role has a specific focus on niche/complex procurements delivered on behalf of various Government Departments which are usually carried out through various compliant procedures. The role is paying up to £400 per day Ltd rate.

Main Duties:
*Achieving and reporting on savings and efficiencies achieved with costs including spend, scrappage, usage and inventory levels
*Executing end to end procurement processes, including data collection, document preparation, negotiation, contract award, contract management and supplier relationship management
*Managing communication with suppliers and internal stakeholders
*Communicating priorities and business plans to internal and external stakeholders whilst ensuring that all programmes and projects deliver to time, cost and quality requirements
*Developing and motivating staff; Setting standards and values for the team, ensuring effective communications with staff are in place
*Defining, analysing and interpreting financial data confidently

Responsibilities:
*Delivery of operational procurement and commercial advice to business areas across the various departments, ensuring use of best practice, compliance with EU guidance and legislation, financial propriety and achievement of value for money
*Involvement in a number of categories and managing relationships with key suppliers
*Leading overall procurement strategies and delivery
*Providing expert advice to a team of procurement advisors responsible for delivering a procurement and contract management service for goods and services
*Supporting/leading complex procurements
*Support on procurement policy initiatives being taken forward by the procurement team.
*Liaison with other departments in order to share best practise and early identification of saving opportunities.
*Delivering contracts in a manner contributing to the following key Procurement Team objectives:
o Ensuring no successful challenges and compliance with the clients procurement policy and regulatory framework
o Contributing to the achievement of value for money/cashable savings

Skills/Experience:
* Practical working experience of EU and public procurement policy
* Experience of working in a public procurement environment and an understanding of the operation of good procurement practice and the current efficiency agendas
* Understanding of category management and experience of managing relationships with key suppliers
* Experience of ICT procurement and understanding of Digital Services Framework/G-Cloud and current government initiatives (desirable)
* Good interpersonal skills and an ability to establish good working relationships with customers and suppliers at all levels
* Good communication and confident presentation skills
* Experience of Programme and Project Management
* IT Skills

Qualifications:
* Full MCIPS or equivalent experience
