Senior Procurement Officer/Buyer - Government Account - Bedford Area Contract role - duration: 6 months

Literacy in MS Office 2010 software products to enable production/maintenance of a range of complex documents and spreadsheets.

The purpose of this role is to procure suppliers for Major Projects and be a source of expertise and advice on procurement strategy, contracts, procurement policy and procedures and operations to colleagues that includes compliance with UK legislation and EU directives.
Your responsibility in the role will be to lead, manage and support a team of Procurement Officers ensuring delivery of all Major Projects procurement requirements, as well as keeping within Governance and Procurement regulations.
Working as part of a team or independently, your ability to deliver results will be matched by your strong customer focus. Manage specific pieces of work to meet objectives, ensuring relevant policies and procedures are followed.
The role requires a flexible, self motivated person to join a dynamic team working to demanding deadlines on major projects of over £10 million. Provide flexible business support, as may be required to deliver projects and work streams to time, quality and within budget
Promoting best practice, driving continuous improvement and meeting targets and quality standards will be a crucial part of the role. Travel across the UK will also be required.

Main Duties and Responsibilities:
Develop and motivate staff; Set standards and priorities for the procurement team; Communicate business plans and ensure that individual/team objectives are aligned; Administer contract change requirements for approval; Take personal responsibility for resolving key issues; Involve and influence necessary departments and stakeholders to meet targets; Ensure that all programmes and projects deliver to time, cost and quality requirements and define, analyse and interpret financial data.

Key Tasks and Deliverables: 
Manage team of Procurement Officers, Report to Group Manager, Understand fully the business need and provide specialist advice and guidance for department staff and stakeholders on department procurement policy and procedures - to ensure that procurement drives innovation and best practice and is compliant with government frameworks and UK legislation/ EU directives, Manage the establishment, monitoring and delivery of work programmes to deliver contracts and procurement activities using varied resources, adhering to governance requirements whilst minimising risk and vulnerabilities, Encourage improvements in contractual and procurement knowledge and practice across the department in line with public sector procurement frameworks - sharing knowledge and skills with others to disseminate best practice, Manage and maintain effective supply chain relationships with key suppliers and supply bodies at regional levels, Contribute to the management of aspects of the procurement cycle such as stakeholder engagement, market analysis, supplier selection, contract negotiation, Represent Commercial & Procurement Directorate - manage the preparation of briefings for external agencies and senior level colleagues when required, Manage workloads and priorities to ensure the achievement of Divisional targets and scorecard objectives - ensuring effective implementation of best practice and taking time to champion opportunities to maximise value for money, Assess safety performance to minimise risks, develop improvements and escalate issues with relevant authorities in a timely manner and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts
