To provide project management for the delivery of the LGSS Client's property related capital programme across all Directorates, ensuring divisional objectives are delivered and service unit performance is maintained.

To ensure the LGSS external partners, who provide professional and technical advice, to enable the delivery of a wide range of capital projects and the associated service level agreements and key performance indicators.

To ensure a quality assurance ethos throughout all stages of the delivery of capital projects.

LGSS delivers, on its Clients behalf, a high profile and wide ranging capital programme to improve the Client's assets and ensure effective and practical working environments for the benefit of the Client and end user alike. The size of the programme differs from year to year but typically will be, value wise, in the region of £130million plus per annum.

The post holder will undertake an important role within LGSS Property Services. They will be responsible for the effective construction progect management of all Property Services related capital programme projects for the founding Authorities and the LGSS client base.

The post holder may, from time to time, be expected to take on additional responsibilities or act on behalf of the Construction Programme Manager as required.

Main accountabilities

  • Develop highly effective, strategic relationships with stakeholders and partners to ensure that LGSS objectives and customer division expectations are communicated and delivered to a high standard. Advise senior managers, both within LGSS Property Services and across the LGSS Client, of key legislation and policy initiatives relating to property management.

  • Develop the capital project budget forecast plan and be accountable for monitoring activity spend, maintaining appropriate records and completing financial monitoring returns. Act as designated authority for approving appropriate expenditure.

  • Advise, prepare information for or prepare management reports for line manager, CMT, project boards, financial monitoring and others as required.

  • Provide specialist advice, analyse the need and take a lead role working alongside service management teams regarding all aspects of the construction project.

  • In conjunction with LGSS Client, scope, develop, implement/deliver projects. Translate the LGSS Client brief to specification and manage through to delivery, ensuring design teams maintain the vision of the client/stakeholders. Provide a post project appraisal report to inform lessons learnt for future use and produce a KPI report on the external suppliers to the project.

  • Ensure all daily/weekly/monthly construction project documentation/system requirements are maintained including all electronic filing and gateway/milestone sign off recorded.

  • Ensure project governance (local) and practice in accordance with recognised national standards (eg RICS) is fully in place, supported by stakeholder and communications plan for every project.

  • Assist in project related procurement evaluation process.
