SAP acquired the companies Lighthammer and Visiprise and transformed their respective products into SAP MII & SAP ME.
MII is an integration and intelligence platform mostly for shopfloor and enterprise applications and it is a totally technical product. It is a development platform which lets you integrate disparate systems and create applications easily using it's own workbench, HTML, Javascripts and CSS.
That being said, SAP MII does not come with any pre-built business processes. It is the job of the consultant to create applications from scratch which would address the requirement of the customer.
In such a case mostly a SAP MII technical consultant would work with a SAP functional consultant.
