Position: Financial and Business Manager

Duration: 6 months

Rate: £670 per day

You will have Programme/Project management Commercial & business management with Legal knowledge Preferably, accountancy and audit experience - ideally with knowledge of or experience of Government companies or the operational issues relating to arms length bodies in government

Background:

This role requires an e xperienced and suitably qualified financial and business manager to lead the development of the corporatisation workstream, relating to the Roads Reform Programme (changing the Highways Agency to a Government owned company). The project manager will work across the Highways Agency and with all parts of the business, as well as closely with the Strategy Directorate, which provides the Board Secretariat and the Business Management and Finance Group's senior management team, and finance and reporting leads.

Candidates who only have the following will be considered for this role:

  • Determination and resilience to develop practical and workable frameworks and new business processes
  • Ability to grasp the realities and complexities of the business and understand the implications of applying specialist knowledge
  • Ability to assimilate and convey complex and challenging business information
  • Ability to drive effective change management and continuous improvement activities to achieve organisational objectives

Key Tasks and Deliverables:

You will be responsible for the following activities:

To scope and deliver projects in the corporatisation workstream, which covers three themes: Governance and company structure, Financing and performance management; and Accounting issues.

To develop robust and technically sound solutions to financial challenges taking into account the priorities and concerns of key stakeholders.

To demonstrate a willingness to help generate ideas and solutions in partnership with others and set out the implications of various options.

To client side manage external legal and financial consultants.

To make the best use of financial modelling techniques and other technical skills, such as SWOT and hypothesis testing.

To work very closely with the central change programme team.

To be a member of the Finance & Business Services Change Project Board.
