The enterprise is supported by a 20 year old Client Server application (EFS - Enhanced Field System) running on 32 non-integrated stand-alone installations at the early learning coalitions and the Redlands Christian Migrant Association. The system has none of the modern user interface improvements (no mouse, dependence on function keys and memorized codes, etc.) and no decision support features. EFS is merely providing a repository for recording decisions made and other results that take place outside the system.

Business processes, reports, and system use are not standardized among the coalitions. Work is labor-intensive, error prone, and has limited fraud prevention safeguards. Years of operation without system supported business rules for data entry validation has resulted in the need to cleanse data that is difficult or impossible to consolidate. Because the systems are not integrated, creation of statewide enterprise reports for headquarters staff is expensive and time consuming.

We seek the following staff augmentation positions; two (2) Web Applications Programmer's (with major concentration in .net experience).

Required:

  • Computer Science or Management Information Systems degree
  • 7+ years' experience developing web applications
  • 7+ years' experience producing technical documentation related to requirements, specifications, traceability matrices, designs, or testing
  • 7+ years' experience testing custom applications, reports, large data sets, or dashboards
  • 7+ years' experience developing in the .NET programming language
  • 7+ years' experience in C# programming language
  • 7+ years' experience in VB.NET
  • 7+ years' experience producing technical documentation related to requirements, specifications, traceability matrices, designs, or testing
  • 7+ years' experience testing custom applications, reports, large data sets, or dashboards
  • Proficiency with Microsoft Word, Excel, Visio, Project, and PowerPoint
  • Ability to work with other project managers and under the leadership of a Project Manager
  • Demonstrated experience with large-scale implementation projects with the following characteristics:
  • Very large and high-profile
  • Multiple technologies and functions
  • Staff resources across multiple initiatives/projects
  • Multi-million dollar budget
  • Close coordination/interaction with other project managers
  • Collaboration with multiple stakeholder groups with diverse and competing needs and expectations

Preferred:

  • 4+ years' experience in Oracle PL/SQL
  • 2+ years' experience in HTML5
  • Experience developing interactive educational software
  • Proficiency with Microsoft SharePoint
  • Project Management (Standards, Best Practices, Terms, Tools)
  • Experience working with software and hardware vendors
  • Experience working in state government

Responsibilities:

  • Understanding the project requirements and project goals and using that understanding to produce deliverables
  • Working with Business Analyst to create and/or update project, technical, and training materials as needed.
  • Attend meetings between project stakeholder groups, vendors, and Northwest Regional Data Center representatives
  • Actively participate in meetings or other project activities to produce project deliverables
  • Communicating accomplishments to BA to produce weekly status reports that outlines accomplishments and planned activities for the following week
  • Understanding the project requirements and project goals and using that understanding to produce project deliverables
  • Communicating project progress and information to key stakeholders.
  • Assisting in the preparation of information for program leadership team, executive steering committee, and project manager as appropriate.
  • Ensuring technical direction and standards for infrastructure and software applications are being followed.
  • Understanding strategic project direction and tactical goals, and effectively participating in the development and implementation of business solutions.
  • Assisting both internal and external resources to achieve business solutions within project guidelines.
  • Identifying and eliminating obstacles to solution plans, business goals or implementation. Assist in the development and implementation of contingency plans.
  • Participating in conference calls with State and Federal stakeholders, as necessary.
  • Researching and maintaining knowledge in emerging technologies and possible application to the project/program.
