Commercial Manager - Public Sector, IT & Change - 12 months - £ - Edinburgh

Experienced Commercial Manager required to take lead responsibility for strategic performance management; procurement support and supplier relationship management on a major IT and Change programme within the public sector in Edinburgh. The candidate will ideally have extensive high level commercial and procurement management experience on a similar sized programme.

Role Description
* Proactively manage and develop supply base to continually improve customer service and value for money. Contribute to successful management of risk, quality, delivery, forecasting and budget control.
* Identifying commercial risks/issues and solutions and recommending decisions, in collaboration with SRO, Programme Director, procurement directorate and senior stakeholders, on the management of existing contracts by contributing to optimisation of whole life costs/total cost of ownership.
* Lead responsibility for design and delivery of Supplier Balanced Scorecards for benefits tracking, forecast and budget management and reporting.
* Engage with the Procurement Directorate and support procurement strategies for any new Programme contracts, based on outputs from Management Information, market knowledge, engagement with key stakeholders.
* Identify and review all contracts associated with the Programme and develop commodity waveplan with the Procurement Directorate.

Essential Skills
* Proven track record leading, developing and driving best practice procurement solutions.
* Clearly demonstrated track record in procurement and/or contract management.
* Proven experience in the management of complex projects.
* Results focus, especially in areas of delivery of value for money.
* Evidence of sound judgement, complex problem solving and decision-making in areas of accountability.

Desirable Skills
* Understanding of the challenges and complexities of procurement in the Scottish Public Sector.
* Change Management.
* Relevant academic qualifications.
* Membership of relevant professional bodies, eg CIPS.
