Civil Engineer - £ p/d Ltd - 6-9 months - Glasgow - Transport Scotland

Bridges Section is responsible for the co-ordination of the operational management, inspection and maintenance of all Scottish trunk road structures, comprising 1,900 bridges and 3,700 other structures, through the Term Contracts for the Management and Maintenance of the Scottish Trunk Road Network for the South West, South East, North West and North East Unit, as well as the DBFO contracts for the M74, M77, M80 and M8, to ensure the required level of performance in meeting safety, network operation, inspection, maintenance, programme delivery, budget and policy objectives.

Bridges Section delivers new bridges/structures from inception to construction and use, in section or working closely with MTRIPS. Bridges Section is responsible that all new bridges/structures delivered by, TR: BO, MTRIPS, Rail Directorate and Developers are safe, economical, durable, sustainable, environmentally acceptable and fit well within the landscape.

Bridges Section is the Overseeing Organisation for Scotland for all trunk road structures and is responsible for all structures technical standards, advice, structures asset management, specifications and guidance. Bridges Section staff represent Transport Scotland and sit on Scottish and UK national committees, technical bodies, groups and HA technical project boards. This facilitates dissemination of information, best practice and development, writing, reviewing and updating of all structures standards and guidance.

General Duties

1. Management and completion of the annual bridge inspection and the structures routine, cyclical and planned maintenance programmes in one of the 4 Operating Company Units and/or DBFO consortia.

2. Management and completion of the annual bridge strengthening and replacement programmes in the Operating Company Unit and/or DBFO consortia..

3. Management and completion of the specialist programmes, including upgrading high risk parapet sites, BD97 scour assessments and at risk pier assessments in the Operating Company Unit and/or DBFO consortia..

4. Project management, overseeing, evaluation and providing advice on bridge and structural aspects of minor & major schemes within TR: BO, MTRIPS, Rail Directorate and Developer led schemes.

5. Undertake the Technical Approval Authority role under the Design Manual for Roads and Bridges regarding the Approval in Principle (AIP) for bridges and structures and consideration of Departures for Standard prior to submission to the Chief Bridge Engineer for signing off.

6. Specialist technical co-ordination duties, technical advice and contribution to National Standards, Specifications, Design Guidance and Employer's Requirements.

Specific Objectives:

1. Manage delivery of the - bridge inspection programme, bridge/structural maintenance, strengthening and replacement programmes of the Unit/DBFO, on time and to budget.

2. Management and monitoring of Sub-Standard Structures for the Unit/DBFO in accordance with the requirements of BD 79. Implement the agreed programme of strengthening/upgrading, as funding and priorities permit.

3. Provide timely and accurate bridges and structures advice during scheme preparation, pre-tender, post tender and construction phases of all TR: BO maintenance, strengthening and upgrading schemes and MTRIPS major schemes.

4. Manage and oversee procurement of bridge works contracts from £350k to £5 million, and in some cases over this value, negotiate and agree claims and disputes up to Delegated Purchasing Authority limit.

5. Carry out specialist technical co-ordination duties and provide technical advice as required, for the specialist structures topics assigned, including providing input and advice to timescales set by others, both within and outwith TS.

6. Ensure that the electronic Structures Management System (SMS) and bridge/structures records for the Unit are kept up to date and As-Built records are submitted.

7. Ensure that the annual bridge maintenance, strengthening and inspection bids and programmes for the Unit are prepared and submitted and approved on time.
