JOB PURPOSE

The Client is the UK's planned new high speed rail network, connecting London with the West Midlands, Manchester, Leeds and beyond. In this role, you will be responsible for developing and managing of the rolling stock procurement process within the programme time constraints and in line with the agreed procurement strategy. You will be responsible for ensuring that the procurement process is efficiently and effectively managed in line with the relevant Procurement Regulations, Government policies and best industry practice. You will also be responsible for managing the smooth handover of the rolling stock contract to The Client operations team.

PRINCIPAL ACCOUNTABILITIES

  • Prepare and implement the Rolling Stock Procurement Plan to achieve best value for money.
  • Work closely with other senior procurement managers to provide procurement expertise and assistance on a day-to-day basis and be the first point of contact for all procurement matters related to rolling stock.
  • Provide accurate and timely information and reports to the Head of Rolling Stock Procurement and other stakeholders as required.
  • Ensure that the procurement processes are planned, managed and delivered to meet the needs of the programme; including arranging, attending and recording minutes for meetings required to fulfil the process.
  • Define, set up and manage the evaluation team to ensure criteria are assessed in a consistent and timely manner.
  • Ensure consistency and compliance with best practice, the Utilities Contracts Regulations, EU Procurement Directives and other statutes.
  • Handover to and brief the implementation team on the contract documents.
  • Co-operate in all matters relating to health and safety, including following safe working procedures at all times
  • Act as a role model for The Client's vision and values.
  • Take necessary care to properly protect the confidentiality, integrity and availability of corporate information from unauthorised disclosure, modification or destruction.
PERSON SPECIFICATION
  • Must hold a professional qualification such as Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS), Chartered Institute of Builders (CIOB), Institution of Civil Engineers (ICE) or relevant equivalent eg Membership of Institute of Management Consulting or Association of Project Management.
  • A degree in engineering, manufacturing, construction or a related subject matter or equivalent experience is desirable.
  • Experience of public sector E-procurement methods.
  • Experience of planning and managing large, complex, public sector procurement exercises that are subject to public procurement regulations.
  • Experience of producing client procurement reports for decision making at the key stages of the procurement process.
  • Experience of relationship management across a broad range of individuals across all levels.
  • Experience of managing teams of individuals from different functions for the purposes of completing the procurement process.
  • Experience within the railway, construction and/or manufacturing industry, preferably relating to the procurement of rolling stock.
  • Competent in Microsoft Office.
