The Data Architect (DA) supports the design and architecture of the integration and interoperability between the various Health and Human Services systems. The DA designs and oversees the analysis and implementation of the data exchange processes between systems according to industry standards.

Specific responsibilities and required skills include:

    • Consulting Skills:
      Able to engage clients at different levels of the organization and articulate system integration and data exchange objectives.
    • Management:
      Participates in planning, development and deployment of data integration projects, according to the stated data integration architecture. Oversees and supervises all work related to data architecture design and development.
    • Architectural Design:
      Formulates the vision and defines a roadmap for implementing a long term data integration landscape. Provide guidance on the technologies and best practices in enterprise data integration and architecture. Collaborates with application teams to validate design decisions and ensuring an enterprise data exchange design.
    • Data Warehousing:
      Designs the enterprise Data Warehousing strategy and oversees the requirements, design and implementation of data marts and analytics reports that stem from it.
    • Data Exchange:
      Develops the architecture and oversees the implementation of the data exchange, across a mixture of technologies, based on standards such as NIEM.
    • Quality Management:
      Ensures that quality objectives are met in each phase of the project life cycle. Creates, reviews and reports data quality metrics and establishes process improvement strategies to ensure that data quality objectives are met. Oversees Integration, System and User Acceptance Testing phases of the data integration objectives of the project with appropriate client stakeholders.
    • Communication Management:
      Effectively and clearly articulates and communicates project status to appropriate levels in the client and project organizations. Ability to engage appropriate project, client, business and technology resources to manage and resolve issues encountered on the project.

Knowledge and Experience

    • Minimum seven (7) years of experience in Data Warehousing and integration of transactional systems with Data Warehouse technologies required.
    • Minimum seven (7) years of experience in large-scale system development, preferably in the Health and Human Services sector.
    • Minimum five (5) years of experience involving interoperability concepts and standards.
    • Minimum five (5) years of experience in designing and implementing data warehouses and/or data marts.
    • Minimum three (3) years of experience in Server Side Java development.
    • Minimum three (3) years of experience with Middleware solutions, including Enterprise Server Bus technologies
    • Practical knowledge of relational and analytical database technologies.
    • Experience with Master Data Management technology solutions preferred.
    • Experience with Oracle toolset (Siebel, MDM, OBIEE, etc) preferred.

Formal Education and Certification

    • Bachelor of Science degree in Computer Science, Engineering or closely related field or equivalent work experience.
    • Bachmann or TOGAF certification is a plus.
