Senior Technical Manager ---Sacramento, CA

Job Summary 
This 5 year contract opportunity is for a Senior Technical Manager role within a government sector.

The individual in this role will primarily be responsible for the following:

Minimum Technical Qualifications

a. At least fifteen (15) years of working Information Technology (IT) experience in the positions of technical lead, technical project manager, system analyst, software architect and/or software developer;

b. At least ten (10) years of working experience with large organizations in size to using software/systems/applications to automate complex business processes;

c. At least ten (10) years of experience incorporating an industry standard open & non-proprietary SDLC methodology to lead and manage various technical aspects of software development projects, including working collaborating with an organization's IT division and enterprise architecture unit and following applicable enterprise IT standards, policies, processes, procedures, and best practices, etc.;

d. At least five (5) years of experience within the last ten (10) years, as a technical manager, planning and managing the technical implementation or software development of technology modernization project(s) that had a project budget of $20 million dollars or higher, while using a non-proprietary project management methodologies and best practices, eg PMI-PMBOK, IEEE;

e. At least three (3) years of experience, as a project manager or technical project manager, working on behalf of a Federal or State agency, collaborating with third party contractors (eg system integrator or solution implementer) to ensure the contractors have done their due diligence in following software industry's open standards;

f. Bachelor degree in Computer Science, Computer Engineering, or related fields from an accredited or government sanctioned college/university.

Desirable Qualifications:

It is desirable for the proposed project person to have the following listed experience, knowledge, skills and abilities:

a. At least five (5) years of experience leading and managing a pension/retirement modernization project for a pension/retirement organization.

b. At least five (5) years of experience providing IT consulting services to a California State agency;

c. Have prior experience working with MS.NET technologies and/or products;

d. Demonstrated experience in designing, architecting, developing and delivering n-tier applications;

e. Experience in understanding regulations and compliance in support of the design and development applications;

f. Knowledge of SOA (Service Oriented Architecture);

g. An advanced degree (master's or doctorate) in Computer Science, Computer Engineering, or related fields from an accredited or government sanctioned college/university.
