I am looking to hire Markets and competition policy manager/Economist for our public sector client.

Purpose of role

The Competition and Consumer Policy team i is undertaking a review of the retail market for rail ticket selling. The purpose of the review is to consider how current regulation and industry arrangements and practices within the retail market are facilitating choice and in particular, promoting investment and innovation in the best interest of rail passengers.

We launched the Review in February 2014 and consulted in September 2014 that sought stakeholders' views on the potential issues and benefits. We now intend to consult in spring 2015, setting out our position on the retail market regulations and industry arrangements and practise and in this context, explaining our emerging thinking on the options that could be pursued to address the issues.
The successful candidate will support delivery of this consultation by undertaking qualitative and quantitative analysis relating to the retail regulations and market arrangements; engaging with stakeholders; and presenting this to colleagues and senior management.

The role requires someone with skills and experience in policy development that has sound research and drafting skills. Ideally, they also have some background in competition and/regulatory economics (ideally from a regulatory background).

Experience Required

We would expect:

  • Experience of evidence-based policy making, applying research and other evidence in a way that clearly contributes to our policy objectives;
  • An understanding of the basic principles of competition economics and policy;
  • Research skills, to pro-actively identify and present relevant examples or best practice from other sectors or industries and make well-reasoned connections to our policy development;
  • Flexibility to work on different parts of the project, as work load demands;
  • Time and self-management, to deliver within tight deadlines;
  • Attention to detail, to support a logical and consistent approach to analysis of train/station operators' submissions; and the ability to communicate complex issues clearly and accurately in writing, both to stakeholders and internally, in published documents, letters and minutes.
