Essential:

  • Regulatory Project delivery, global/regional tax regulation with knowledge of 871(m), Chapters 3, 61, and FATCA
  • Investment banking experience
  • Proven track record of successful delivery within an Agile environment
  • Strong and detailed understanding of front-to-back processes in an Investment Bank

Role:

My client (Tier 1 Investment Bank) is recruiting for an Operations Tax Workstream Lead to work on a "Section 871(m)" project. Section 871(m) is intended to apply withholding tax to non-US counterparties that partake in "dividend equivalent payments" made from derivative transactions (referencing US securities). This regulation was added to the Internal Revenue Code by the 2010 Hiring Incentives to Restore Employment ("HIRE") Act to deal with the perceived problem that payments related to dividends on U.S. stock made to non-U.S. counterparties on equity derivatives could be made free of U.S. withholding tax.

The 871(m) Workstream Lead is required to work closely with the IRS Operational Tax Project Manager to support the next phase of the Operational Tax Program's development and transition to a fully global Program. The Workstream Lead will be accountable for planning, executing, and delivering all in-scope aspects of each Workstream. Additional duties include status reporting and executive communication, issue/risk escalation and mitigation, and overall people management. The Workstream Lead will be expected to act as an advocate for the Workstream within the IRS Operational Taxes project and to also be an advocate for the Operations Tax Program in delivering work products aligned with the project within an Agile framework, as well as work closely with key project team members, technology partners, and senior-level stakeholders to ensure transparent and successful delivery.
