Job Purpose:

Manage the safe delivery of all relevant routine maintenance works including winter service in line with AMOR.

Manage the safe delivery of Maintenance & Response Teams (MRT's) and ensure compliance with performance metrics 2 & 3 of the Table 3.1 AMOR part 3.

Ensure contractual obligations are met for the Highways Agency.

Lead the staff and depot within their area.

Dimensions of the Role (Budgetary, Assets and/or Staff Responsibilities)

  • Line management of supervisors
  • SSRQA within the area
  • Management of the fleet
  • Supply chain management for secondary incident response
  • Management of allocated budgets, spend to profiles and costs

Principal Responsibilities/Key Duties:

Environment, Health Safety

  • Support Zero Harm objectives
  • Management of Health & Safety, Environment
  • Maximise the reuse of materials and minimise waste.
  • Mitigate risk in all aspects of the role and consider its use in a positive manner.

Engineering Control

  • Managing safe deliver of routine maintenance in accordance with AMOR.
  • Depot responsibility - manage all aspects to ensure efficient and high performing depots.
  • Delivery of Severe Weather and Incident Response Services
  • Ensure compliance with AMM 68 with programming of barrier works
  • Manage fleet in accordance with service requirements and ensure all defects are promptly reported

Quality

  • Ownership and drive to achieve appropriate PMF scores
  • Ensure compliance with agreed processes and systems.
  • Provide positive support to staff and manage relationships both internal and with the client.

Productivity

  • Ensure works delivered to agreed programmes and plans
  • Monitor outputs and performance to comply with 16 PMF
  • Look for continuous improvement in the way the service is delivered.
  • Manage performance and productivity levels including supply chain.

Commercial

  • Understands and delivers commercial performance
  • Manage cost and expenditure to achieve value for money.
  • Provides support to other maintenance areas and BBMM

Reporting

  • Provide reports and data as appropriate to allow performance monitoring on the business

Staff

  • Manage supervisors and production staff to optimise their contribution to the business
  • Ensure the team has the appropriate technical competencies
  • Manage the rostering of depot based staff including standby rotas for MRT's and winter operations

Minimum Qualifications and Skills:

  • Membership of appropriate professional institute
  • Project management skills
  • CSCS (Management)
  • HNC/HND (or equivalent)
  • Safety Management (IOSH or equivalent)

Experience - essential:

  • Broad experience of the highway maintenance contracts.
  • Understands method statements, risk assessments and their use.
  • Safety management and safe systems of work
  • Ability to work to deadlines under pressure
  • Strong Safety Management culture.
  • Focused on delivering a customer service.
  • The ability to lead their teams and deliver success.
  • Computer literate.

Experience - desirable:

  • Knowledge of AMOR
  • Able to apply Lean principles
  • Able to review budgets and monitor costs.

Any other requirements for the role - specific competencies, particular working patterns, need for travel, demanding parts of the job etc:

  • Full driving license
  • Understanding of the HA's new ASC.
  • Ability to multi task, set and maintain a timetable for work delivery deadlines
  • Willingness to accept and manage change
