FEL250516P9A1: Freelance – Expert scheduler Service, MS Project/Primavera P6, PMI/PMBOK (Brussels, 60% remote/ 40% onsite, 12 months, ASAP)

Our client plays a major role in the Belgian and European energy landscape, building sustainable, green and reliable energy infrastructure. The company is seeking freelancers to work remotely and locally on various national and international projects. Fluency in English is required, and knowledge of French or Dutch is an advantage.



Service description:

For infrastructure projects and programs (Construction of Electricity transmission Assets), we are looking for an expert in Schedule Management. This person will assist two Program Managers and an Officer and be in charge of the schedule management of programs from design, construction till the start of commercial operations.
This person is seen as an expert in Schedule management of Infrastructure projects and will also participate in the improvement of the schedule management governance and processes, give training and coaching on schedule management.

Main tasks examples:
Defining schedule management:

o Define/validate/challenge the schedule management approach, taking into account enterprise environmental factors and other program-specific constraints or requirements.

o Define the approach in collaboration with the Program Managers and the PM Officer.

§ Establish a framework for managing schedules: definition of the schedule levels, schedule calendars, how to measure progress, definition of baselines and changes, etc.
§ Elaborate the scheduling requirements to be imposed to the EPC contractors (top-level WBS, schedule configuration, etc.).
§ Establish the methodology for consolidating contractors’ schedules (and progress updates) into the program schedule(s).
§ In collaboration with the PM Officer, define schedule reporting as part of the program reporting.

o Document the schedule management approach in the Schedule Management Plan.


Contribute to the integration of the program schedule with other project management knowledge areas:

o Scope Management: participate in the elaboration of a project Work Breakdown Structure, or challenge the existing program Work Breakdown Structure, to ensure a good structure upon which the program schedule/budget can be constructed.

o Procurement/Contract Management: synchronization between schedule and budget planning, as well as payment milestones.

o Interface Management: definition of interface milestones and tasks in line with the interface management approach (interface register).


Establish and maintain the program schedule:

o Set up the structure in the scheduling tool (MSP and Primavera P6);

o Gather schedule contents from the stakeholders;

o Gather scheduling information from the program team.

o Gather the EPC contractors’ schedules and consolidate into the program schedule.

o Oversee interfacing between stakeholders’ input schedules: Ensure that tasks are correctly linked between the stakeholders (multiple EPC contractors for example).

o Organizing the necessary meetings to gather the contents.

o Continuously challenge the scheduling inputs.

o Apply estimating technique for estimating schedule durations and variances. Introduce more advanced scheduling techniques where necessary.


o Progress monitoring:
§ Periodically gather progress information from the involved stakeholders.
§ Ensure that progress information is as factual as possible, to avoid bias.
§ Manage program calendars and baselines.


Perform schedule analysis & reporting:
o Change impact analysis:
§ As part of the change control process, perform schedule analysis for requested changes to the program.
§ Properly document the change analysis, e.g. through creating simulation versions of the program schedule.
§ Apply approved change requests to the program schedule and properly archive baselines.

o Schedule Risk Assessment:
§ Perform Quantitative Schedule Risk Analysis in close cooperation with the Risk Manager
§ Communicate and report on schedule risks to the Risk Manager.
§ Propose mitigation measures.

Suggest improvements on the schedule management methodology, update the existing schedule Management Plan and implementation when needed.


Requirements:

Part of the P2MO department of the infrastructure division, this service aims to provide project management expertise (budget, risk, schedule) on specific projects and increase the project management maturity of the company.

1. Expert knowledge of MS Office, specifically MS Project/Primavera P6.

2. Knowledge of infrastructure projects (Engineering, Construction).

3. Knowledge of high voltage transmission infrastructure projects and/or offshore works is an asset.

4. Knowledge of project management methodology PMI/PMBOK.

5. Profound verbal and written knowledge of English and Dutch or French (basic knowledge of the other national language).

6. Expert knowledge of schedule management techniques and methodologies.

7. Proactive, strong communicator and team player.

8. Able to perform data-driven analysis an translate this into clear conclusions and messages

9. Strong interviewing skills, allowing gathering necessary scheduling inputs with a critical view

10. 10 years’ experience in a similar role



- Start and Duration: ASAP – 01.06.2025- 31.05.2026, 12 Months, extension possible

- Volume: Approx. 100% (5 days/w)

- Work Location: 60% Remote, Monnoyer, Belgium
