FEL250620P9A1: Construction Manager (Island)Service, offshore (Schiedam/Visslingen, 10 months, ASAP)
Service description:
Our client plays a major role in the Belgian and European energy landscape, building sustainable, green and reliable energy infrastructure. The company is seeking freelancers to work remotely and locally on various national and international projects.
To contribute to Europe and Belgium’s ambitions for the Energy Transition, the client has foreseen to extend its offshore high voltage grid, by constructing the Princess Elisabeth Island. The island shall be a hub to connect the new Belgian windfarms situated within the “Princess Elisabeth Windfarm zone”.
The concept that we are currently considering is to build and construct:
-an artificial energy island (with offshore transmission infrastructure)
-Multiple AC substations at 66kV & 220 kV (The windfarms are to be connect at the 66kV level = scope windfarm owners)
-6x 220kV AC export cable systems of ~50 km each
-HVDC connection (1 converter offshore, 1 converter onshore, HVDC cable system) between the artificial island and the new substation ‘TBD’ of the Ventilus project
-Possibility to connect future HVDC interconnectors
General Info of the assignment:
The client has awarded an EPC contract to the consortium HSI (HSM, Smulders & IV offshore) for the construction of 4 AC substations (modules) and 1 Facility module (warehouse + general infrastructure).
Currently the engineering is ongoing. In 2025 onshore construction will start in Vlissingen and Schiedam.
Service expectations:
The Construction manager
-Reports to the AC package manager
-Coordinates client reps (safety, structural, corrosion protection and potentially other discipline)
-Is responsible (from client point of view) for:
• Quality control (risk based)
• Progress reporting
• Health Safety and Environmental control of the EPC contractor (risk based) (with support from the HSE officer)
• Staffing plan for client reps
• Hiring + integration of client reps (introduction to project, follow-up,…)
• Review of method statements, Risk analysis, procedures (ensuring Quality and timely completion by EPC contractor)
-Shall pro-actively identify risks + opportunities and propose mitigation plans
-Is the SPOC for construction towards the EPC contractor
-Is supported by discipline leads/engineers (structural, utilities, High Voltage,…)
-Coordinates with other disciplines within the team

Hard skills and soft skills:
1.You have at least 10 years of relevant working experience
2.Experience in the offshore sector is a must
3.Experience with topside Fabrication is a must
4.Working knowledge of structural and corrosion protection is a large plus
5.Working knowledge of other disciplines (Electrical, Instrumentation, Telecom, Mechanical,…) is a plus
6.Education: Engineer (preferably structural)
7.Excellent communication and teamwork skills
8.Working in team and structured
9.A quick learner
10.Excellent MS Office skills
Languages:
-Fluent in English (Dutch is a plus)
Additonal Information:
- Start and Duration: 12.05.2025 – 31.05.2026, 12 Months, extension possible
- Volume: Approx. 100% (5 days/w)
- Work Location: 4 days a week in Schiedam and/or Vlissingen (Netherlands), 1 day a week in Brussels (Schaarbeek)
-Preferably full time resident in Belgium or Netherlands
