NEW JOB ALERT - CONTRACT - HEAD OF COMMISSIONING & MARKET DEVELOPMENT FOR COMMUNITY AND HOUSING
A local authority in London is seeking an experienced strategic leader to take on the role of Head of Commissioning & Market Development. This is a high-impact interim position overseeing commissioning, procurement, and market shaping across Adult Social Care, Housing, and Libraries - driving forward transformation, integration, and improved outcomes for residents.
MUST HAVE EXPERIENCE:
- Leading commissioning and market development in local government or related public services
- Managing large-scale contracts and procurement processes
- Overseeing multidisciplinary teams (contracts, brokerage, BI, financial assessments)
- Delivering cost efficiencies, service transformation, and resident-focused outcomes
- Working collaboratively with NHS, voluntary sector, and internal senior stakeholders
- Applying Care Act duties and public procurement law in a strategic commissioning context
ESSENTIALS:
- Strong strategic thinking and commercial insight
- Leadership experience in politically sensitive, fast-paced environments
- Excellent stakeholder engagement and influencing skills
- Proven ability to improve contract performance and drive innovation
- Financial oversight of commissioning budgets (£40m+)
- Ready to hit the ground running in a short-term interim role
Location: London/Hybrid (3 days on-site in South London)
Rate: £600 per day
IR35: Inside IR35
Contract Length: 3 months initially (Possibility of extension)
