Description

Commercial Officer/Salford/4 Months Contract/250 to 280 GBP (Per Day)

HMRC Commercial Directorate currently has around 120 people working across offices in Manchester, Telford, Southend and London.

They provide a comprehensive procurement service covering the department's £1.5 billion annual external spend, from sourcing everyday commodities to complex procurement for innovative solutions enabling HMRC people to carry out their work effectively.

They also provide commercial contract management and commercial risk management services as well as some operational support services.

They are responsible for embedding procurement best practice into HMRC's procedures and processes, and for promoting Cabinet Office policies such as sustainable procurement and driving growth through government contracts with Small and Medium Sized Enterprises (SMEs).

Please note that the client has determined that the off-payroll working rules will apply to this assignment and where a worker elects to provide their services through an intermediary (such as a personal services company) then income tax and primary national insurance contributions will be deducted at source from any payments made to the intermediary.

Deliverables

The Commercial Officer will be required to manage, develop and deliver:

  • tender documentation, including specifications/business requirements working in conjunction with business stakeholders;
  • charging/cost models, for inclusion in ITT/Contract documentation, which will deliver VfM over the long term.
  • using the SAP/Ariba eSourcing suite, competitive tendering exercises in compliance with the Public Contracts Regulations 2015, including above threshold tenders advertised in OJEU, below threshold procurements advertised via Contracts Finder and Call Off' tenders from existing internal frameworks and external frameworks held by other public sector bodies such as CCS. In the main the tendering exercises relate to HMRC Corporate Services, which may include Estates, Professional and Specialist Goods and Services.
  • recommendation reports for contract award to the leading bidder, which include details of the evaluation process used and evaluation results;
  • finalised contract documentation by collating Terms & Conditions, specification of requirements, KPI's, suppliers' proposals and charging schedules into a single contract document; and
  • inputs and updates to contract information data held on the central SAP/Ariba Contract Workspace contract repository to facilitate accurate reporting and measurement

Accountabilities

For all contracts worked on, the Commercial Officer will be accountable for ensuring and assuring that:

  • all Governance approvals, including financial, are in place prior to commencing sourcing activity;
  • the content of ITT and Contract documentation meets the required quality standard;
  • the contracts will deliver VfM over the long term;
  • all activities associated with the competitive tender process are completed and recorded in the SAP/Ariba eSourcing system;
  • all records and data held on the central SAP/Ariba Contract Workspace contract repository are correct and up to date;
  • all benefits/savings are reported and recorded on the central savings data base; and
  • handover documentation is completed and there is a smooth transition of the contract to the Contract management team.

Key Interactions:

The Commercial Officer will be required to interact with:

  • Senior Commercial Managers/Sourcing Leads/Commercial Assistant Directors;
  • Legal teams;
  • Category Management Team; and
  • Business Stakeholders

Experience/Skills requirement:

For the Commercial Officer role candidates should be able to demonstrate:

  • Experience of working in a Commercial Role with relevant qualifications, preferably MCIPS Graduate Diploma.
  • Experience of working in compliance of the Public Contracts Regulations 2015, preferably whilst working in a Central Government department;
  • Experience of managing the end to end tendering process, preferably for OJEU, Contracts Finder and Call off tenders across a range of Corporate Service commodities, which deliver VfM;
  • Experience in the use of eSourcing systems and central Contracts Data Bases;
  • Intermediate/Advanced numerical skills, preferably in the use of Microsoft Excel, especially in relation to developing Cost/Charging models and in relation to downloading/uploading spreadsheets into eSourcing systems;
  • Intermediate/Advanced written skills in relation to producing comprehensive Contract Documentation, preferably using Microsoft Word;
