Description

Sopra Steria Recruitment is working in partnership with a major public sector client in the UK. We are currently recruiting a Finance Manager for an initially 06 month contract based in York.

Job Description:

- Take the Finance lead on Business Planning and Budgeting - build a process that is fully integrated and links business cases, outcomes and benefits, prioritisation, business planning, cost drivers, resource, performance and risk.
- Partner the business to map their outcomes, performance and their end to end processes and cost drivers, unit costs and risks.
- Support the implementation and development of performance reporting across the business and the critical path for their delivery through collaboration and continued relationship building with colleagues across the business.
- Work closely with projects and programmes to ensure outcomes are clear and measurable and costs are known - ensure business cases are developed and in doing so work as an integral part of the project or programme, sitting on its board and ensure that a sound commercial case for development is put forward.
- Sit on the IT Management Board offering Financial expertise on proposed IT improvements and systems.
- Develop and improve the finance support and information provided to members of the Investment Board and the business with regards to preparing outcome based business cases that support consumer benefits and VfM.
- Drive a value for money and performance culture within the SLT and cost centre manager communities - improve financial management and reporting, including working with partners to develop their outputs and deliverables such as the Accounting team.
- Assess the organisation and financials looking backward to support management reporting, have strong understanding of the current position and work closely with the business to understand the organisation's forward look to enable planning.
- Transform information into insight to aid the decision making process, through the analysis of complex information.
- Use strategic and commercial acumen to champion a culture of effective strategic decision making and risk management to underpin strong financial performance for both business as usual and projects and programmes including offering financial support to the Investment Board and Portfolio Board to optimise value for money and outcomes.
- Ensure that risk management, internal control and governance procedures are followed, for both projects and programmes activities, and act at the first line of defence for financial management.
- Work with internal customers to understand their needs and deploy ci tools to remove wasted effort and duplication in processes including business cases, prioritisation, planning, budgeting, forecasting, performance reporting.
- Establish a strong culture of ci across to improve vfm across the business. Support and grow the number of ci projects and maximise their business impact and support the development of the ci community.

Accountancy qualification (ACCA, ACA, CPFA or CIMA) completed would be expected for this role, or alternatively significant experience of operating at a high level in a finance environment. This is a key financial role and requires strong technical ability.
