Finance Business Intelligence Officer - Havering - £13.72 - £18.38 Per Hour - 3 months

Experience - Essential

They must have numerical thinking and problem solving skills along with effective oral and written communication skills. They will also need to have the ability to examine and interpret financial data and to recognise and address problems. The postholder will be required to be able to work under pressure and prioritise conflicting workloads to meet deadlines. They must also be able to advise on financial matters, systems, procedures and regulations to a wide range of stakeholders.

Fully proficient in the use of all Microsoft Packages, particularly Excel and Outlook

Relevant experience of finance within a public sector organisation

Experience - Desirable

An understanding of Social Care (Adults & Children's) or Public Health demands, pressures and drivers of spend

An understanding of Commissioning principles and key processes

Experience of using multiple software systems for processing business tasks and information.

Working Conditions

Possess a flexible approach to work, which may include hot-desking. There may be occasional requirement to work outside normal' office hours

The nature of the post and the duties to be undertaken require a level of management of priorities to be performed. This will require reassessment of workloads and priorities in order to meet budget reporting deadlines and payment cycles.

Be able to deputise for Line Manager at meetings as required.

Key Accountabilities and Result Areas

The Financial Business Intelligence Team caters for three service areas - Children's Social Care, Adult Social Care and Public Health. As a Financial Business Intelligence Officer you will be expected to support one of these service areas at any one time. Each service area is subject to its own legislative requirements and unique demands/pressures. As a result, there will be some responsibilities that are unique to that service area and these have been separated out for convenience.

Additional information about the process

Main Purpose and Key Objectives

The primary purpose of this role is to ensure accurate and timely payments to providers and service users of Social Care and Public Health services and to monitor and forecast against these high risk budget areas. This role will form part of a team who primarily act as the liaison between the Council and the provider as well as the liaison between Commissioning and Social Care/Public Health in respect of payment and forecasting of services. The role (and the team as a whole) has a responsibility to safeguard council budgets through the delivery of the key result areas detailed below.

Key objectives of the role (and in line with the vision of the FBI Team) are to:

Make accurate and timely payments to providers, service users and/or other Local (Health) Authorities as determined by Social Care and Public Health within high risk budget areas.

Ensure that payments are made in accordance with contracts of Adults, Children's & Public Health Services and support plans and are appropriately authorised by the budget holder with a clear audit trail.

Accurately record and monitor cost, spend and committed spend for service users and/or non-client related services of Adults, Children's & Public Health Services

Liaise with key service areas within the Local Authority and advise on finance and financial business intelligence

Liaise with providers of commissioned services and advise on finance and financial business intelligence

Produce, analyse and provide financial data and statistics to support effective commissioning of Social Care & Public Health Services

Advise Commissioners on financial processes and issues as part of the commissioning process.

Continue own professional and personal development in the role, in particular training on finance and health and social care policies and procedures.

Job Context

Reports to the Financial Business Intelligence Manager

Post sits within the Financial Business Intelligence Team within the Joint Commissioning Unit and covers finance for Adults and Children's Social Care and Public Health.

The post holder will have no line management responsibility

The post holder will be required to work 36 hours per week

The post holder will be required to work in any one of the Council's sites although will be mainly based in Mercury House, Romford.

The post holder has Financial/Resources responsibility for making payments across Social Care, Public Health & Joint Commissioning as well as recording and forecasting expenditure and safeguarding public funds.
