Role: Commercial Systems Implementation Lead
Location: Cumbria or Warrington (on site)
IR35: Inside
Rate: £550/day
Duration: 15 Months
Security Clearance: BPSS (willing to undergo SC)

Minimum requirement:
- PROVEN Stakeholder management/engagement experience
- Understand conduct regulations.
- Procurement system implementation
To deliver commercial systems which:
- Fulfil the requirements of the procurement life cycle, whilst facilitating contract management for wider commercial operations (income generation) and legal teams;
- Ensure commercial activity is planned, controlled, and complies with PCR2015;
- Ensure risks are identified early eg contract expiry, supplier financial distress;
- Enable senior level oversight and confidence in processes and reporting; and
- Fulfil the requirements of commercial capability blueprint and performance against the Government Commercial Operating Standards ( GCOS ).
The scope of the new commercial IT systems suite comprises:
- Procurement pipeline planning and management
- Market and supplier intelligence
- Sourcing
- Contract management
- Supplier Relationship Management
- Supply Chain Risk Management
- Reporting, analytics and dashboarding
Supporting the design and delivery of the technical aspects of the new commercial systems suite.
This will involve:
- Shaping the technical aspects of the commercial systems design.
- Developing procurement and contractual documentation, including technical evaluation criteria.
- Supporting the development of procurement documentation and evaluating technical aspects of bids.
- System configuration, user acceptance testing, and system roll out across the group.
Skills/Experience
- Working knowledge of whole public procurement life cycle.
- Experienced user and implementer of commercial systems that enable the end-to-end procurement life cycle.
- Effective stakeholder manager, comfortable working across organisational boundaries in a fluid environment.
- Understands the risks and dependencies involved with bringing together multiple IT systems and how to manage these effectively.
- Understands the risks and dependencies involved with implementing new systems in multiple organisations during times of significant organisational change eg a merger, and how to manage these effectively.
To provide sound guidance, analysis and support on systems and information management matters. Deliver excellent services, especially in the areas of developing the Business Critical Systems, analysing complex data and information, designing management information. Lead the development of centrally managed tools and techniques to ensure strong operational. Support daily business operations and work across the unit to deliver team priorities. Deliver specific system development projects in line with the brief provided; Ensure that the Systems enables the team to conduct robust analysis across the programme. Lead the development of the key management information reports.
