I am looking to hire aFinancial Accountant & Core Statements for one of my Public Sector Client. Please read the below job Specification

Specification:

A member of one of the five Consultative Committees of Accounting Bodies [CCAB] ie ACCA; CIPFA; ICAEW; ICAI or ICAS, or CIMA, or a European or international equivalent qualification.

Complies with the CPD requirement of their professional accountancy body or (if no such requirements are set) with continuing professional development equivalent to that of the CIPFA CPD requirements.

Key Accountabilities

  • Preparation of financial statements
  • Ensuring that appropriate accounting records are maintained in the course of the year to support the preparation of timely, complete and accurate financial statements, including the reconciliation of the Government Banking Service accounts and control accounts.
  • Applying accounting policies, estimation procedures and accounting judgments in the preparation of financial statements.
  • Preparing complete, timely and accurate month 9 core and Trust financial statements.
  • Preparing complete, timely and accurate month 12 core and Trust financial statements.
  • Contributing to the preparation of a complete, accurate and timely Annual Report.
  • Preparation of complete, timely and accurate submission financial returns eg the AME for the Main and Spring Supplementary Estimates.
  • Liaising with the National Audit Office Managing the relationship with the National Audit Office on a day-to-day basis to ensure that unqualified opinions on financial statements are given prior to the Parliamentary recess.
  • Contributing to the formulation of responses to recommendations made by the National Audit Office Implementing agreed audit recommendations.
  • Provision of technical accounting advice Providing relevant, accurate and timely technical accounting advice to Finance and Policy colleagues.
  • Undertaking research on technical accounting issues and advising on options as requested.

Experience

  • A minimum of three years working in a responsible position in a finance team involving the maintenance of accounting records, the application of technical accounting skills and liaison with external auditors.
  • Knowledge and skills Meets Gateway Standards and Professional Expertise for the grade
  • The ability to solve complex business and technical problems
  • Highly numerate
  • Good understanding of financial reporting
  • Good understanding of the principles of public financial management
  • Good understanding of public sector financial reporting
  • Able to analyse, manage and present complex financial information simply and clearly
  • Good influencing, negotiating and interpersonal skills, with the ability to work successfully and be credible with a wide range of stakeholders
  • Strong customer focus
  • Good organisational skills
