Job Title: Systems Analyst - 1

Location: Madison, WI

Duration: 8 months (Possibility for Extension)

Description:

  • The client - Office of IRIS Management (OIM) has procured, developed and implemented a web-based centralized case management system referred to as Wisconsin's Self-Directed Information Technology System (WISITS). This is the only centralized case management system in the department and has brought efficiency and benefits both to the people served in IRIS as well as client. There are currently 700 users from 9 different agencies utilizing the system. The number of users will continue to grow as more providers are certified in the IRIS program.
  • The candidate's primary responsibilities will be to support the WISITS system administrator in further development and enhancement of system functionality and reporting and extract requirements. This support will include, but not limited to, user account and security role definition and maintenance, identification and definition of business rules and workflows, form development and maintenance, data extract development maintenance and analysis and formal reporting standards and requirements.
  • The candidate will work with the WISITS system administrator to develop the business requirements of the new features and translate those business requirements to system requirements to allow programmers to customize the system. OIM currently uses twelve SharePoint sites that operate outside of WISITS. One of the main goals will be to take the functionality used in the SharePoint sites and incorporate it into WISITS so there is single point of data entry for the consumer's record and the record stays complete in one uniform environment.
  • Another primary function of the business analyst/tester will be to conduct user acceptance testing (UAT) of new or modified functionality. While it is common to have end users test certain functionally, this usually occurs only after the administering authority has conducted its own UAT and quality assurance testing. The testing of this functionality is critical to the successful implementation of new and enhanced features. The candidate will responsible for not only the functioning of the new features but also end-to-end testing, which ensures once the functionality is plugged into the overall production system there are not problems identified downstream or upstream relevant to the new feature.
  • The candidate will also assist the WISITS system administrator in the extraction of routine and ad-hoc data reports. These reports are critical to the health and safety of the participants served as well as to the required federal compliance of the 1915 (c) waiver authority governing the IRIS program. The data reporting and extracts include level of care eligibility reports, enrollment, service utilization, authorizations, outcome based service relationships, critical incidents, deaths, disenrollment, appeals, grievances, restrictive measures and qualified provider credentialing. The data reporting also includes contractual obligation monitoring of contracted IRIS providers.
  • The IRIS Program is a Wisconsin Long Term Care program that serves over 13,000 Wisconsin residents employing 15,000 direct care workers and it is critical that client continues a comprehensive structure to assure quality as well as program integrity. Strengthening IRIS Program Integrity and Quality is an ongoing goal and obligation of IRIS program, both to the consumers we serve and the Centers for Medicaid and Medicare and this position is essential component to achieve this goal and compliance obligation. The WISITS system is a state of the art case management system to further the goal of maintaining a high level of program integrity while provide quality long term care services to the participants in the program. The WISITS system supports case managers through automation of business processes. The project is still in phase one of implementation with a final phase being a participant facing portal that IRIS participants can access to manage their services and supports.
