We require an Interim Finance Business Partner reporting into the Client's Central Finance Function for a 6 month contract role based on a Government Client site in Newport, South Wales to start ASAP...

Essential skills/experience required:

CCAB/CIMA fully qualified accountant
Minimum of 3 years PQE
Executive level finance support or business partnering in a complex environment

Role:
To act as finance business partner to the Director of Digital Services.

Duties include:

Within the team develop the detailed budget and forecast and high level forecast up to 2020 with particular focus on transformation and understanding and identifying operational efficiency's;
Develop a financial data structure that enables reporting against a number of dimensions including platforms, products, services and Client domain's in order to meet a range of reporting requirements including capex (incl. software assets under construction) and external HMT requirements to monitor major investment expenditure, benefits realisation and ROI (linking as appropriate with the Clients Chart of Accounts Review);
Develop a strong working relationship with the Director acting as the strategic and operational link between the Director and Central Finance; being trusted, credible and an effective critical friend' for assurance purposes;
Support the Head of DTM (Digital Services, Technology & Methodology Corporate Support in developing robust and timely finance MI and a 'one truth' approach between DTM and Central Finance
Provide regular (at least monthly) corporate finance briefings to the Director DTM ensuring a 'one truth' view of DTM's financial performance as reported to the Board
Attend DTM Meetings as required to provide authoritive finance briefings and presentations;
Assess the options and implement a fit-for-purpose time recording system (possibly to be delivered through an existing Oracle upgrade project eg Oracle Time & Labour);
Support the Head of DTM Corporate Support to build and embed DTM finance roles; and develop and embed financial management roles/responsibilities (eg DDs and Delivery Managers) across the wider DTM directorate, ensuring clarity of understanding of accountability's and clear lines between local directorate based finance team and Central Finance;
Support the Head of DTM Corporate Support in building financial management capability across the whole DTM directorate.
