Financial Consultant National Medicare Finance

Description:

The Financial Consultant for our National Medicare Finance (NMF) will report to the NMF Finance Manager. The Financial Consultant will be responsible for reporting and financial analysis related to Centers for Medicare and Medicaid Services (CMS) Medicare Advantage Part C, Part D, Meaningful Use, and HMO Cost Contract programs.

Essential Functions:

  • Participates in the planning and development of regional and California medical center budgets.

  • Collaborate with NMF partners to resolve data or payment issues impacting Medicare reimbursement. Engages in matters requiring coordination across functional lines.

  • Reviews and analyzes submitted budget/forecast data for completeness, changes in trend, and drivers of change.

  • Lead the process to streamline, refine and improve the budget/forecast/reporting processes.

  • Support complex report development including design, testing and implementation.

  • Involves interpreting and analysing established concepts and trends.

  • Contribute to implementation of SOX-compliant work processes and internal controls.

  • Develops solutions to a diverse range of complex problems, which require creativity and innovation within broadly defined policies and practices.

  • Provides professional/technical guidance to team members.

  • Designs effective processes to track financial performance against expectations, including early "red flags" to identify potential shortfalls.

  • Works cross-functionally to help insure planning processes are consistent, and properly support the development of national functions organizations individually and as an organization.

  • Must gain cooperation and acceptance/approval in resolving problems, and/or negotiating with other parties to arrive at an agreement.

  • Provides project, service line or product line management, management consulting, and analytical decision support services or technical expertise for a broad array of financial and operational issues.

  • Responsible for more complex multi-faceted projects and analyses across disciplines and functional areas.

  • Conducts or participates in complex projects where analysis requires an in-depth evaluation of factors.

  • Responsibilities impact the achievement of key functional and/or objectives that have direct and significant business impact.

  • Work is accomplished without considerable direction. Work is evaluated upon completion to ensure objectives and performance requirements have been met.

Requirements:

  • Ten (10) plus years of financial analysis or related experience.

  • Bachelor's degree in finance related field or equivalent experience.

  • Experience with systems implementations and report development.

  • Ability to work with large data sets and complex calculations.

  • Expert proficiency in PC based word processing and spreadsheet applications, including advanced functions.

  • Thorough knowledge of financial analysis policies, practices and systems.

  • Strong analytic skills.

  • Strong oral and written communication, presentation and facilitation skills and consulting skills.
