SC/DV Cleared Finance Delivery Manager

My Government client is currently looking for a SC/DV Cleared Finance Delivery Manager to join one of their high profile secure programmes.
Key responsibilities:
*To manage the Finance Team
*Ensure accurate reporting to the Leadership Team.
*To directly manage the centralised cost recovery scheme
*To scrutinise costs of service providers on behalf of stakeholders
*Build strong partnerships with project managers, systems engineers etc. to support delivery of the programme
*Support the programme through the monthly, quarterly and annual finance cycle - including loading forecast, maintaining accruals, reporting and budgeting etc.
*Advise on best practice for the financial elements of business cases and review project business cases - bringing professional rigour to both challenging and supporting project managers
*Identify financial risk to the programme, providing active support to mitigate risks to financial plans and maximising opportunities for alleviating cost pressures
*Take a proactive approach to identifying value for money savings and challenging the business to maximise efficiency
*Work with commercial colleagues to review the financial elements of bids
*Support the development of costed options for the next iteration of the business case, including financial modelling
*The post holder may be required to undertake additional responsibilities as expected in relation to the role
Criteria
*A qualified (CCAB or equivalent) accountant or able to demonstrate effective performance in applying financial management principles and be willing to study for a suitable financial qualification
*Experience of providing professional finance services to senior managers and influencing business decisions
*Able to provide authoritative advice on complex issues.
*Experience of working in a large programme
*Excellent communication, networking and negotiating skills
*Excellent Microsoft Excel skills
