Description

The main purpose for the Commercial & Procurement Lead is;

  • Provide expertise and support to Council service areas and relevant partner organisations acting as an internal consultant, professional adviser and critical friend in relation to commercial, procurement/commissioning and contract management matters;
  • To deliver cashable and non-cashable savings by helping to redefine how the Council engages with its supply chain to deliver maximum benefit to the council and it's residents in line with defined priorities; 
  • Whilst forming part of the Commercial & Procurement team, the role demands the ability to build good working relationships to facilitate very close working with Council service areas and other support services such as Legal Contracts and Finance, in turn to contribute commercial expertise to both strategic and operational activities across the Council.

The key accountabilities for the Commercial & Procurement Lead are;

  • Drive a commercial & professional procurement approach with a service area or group of service areas with a total value of £30m-£100m by:
  • Providing professional commercial and procurement advice;
  • Providing commercial analysis, presenting results to cross-functional, senior teams;
  • Being a commercial lead on negotiations with existing suppliers in order to deliver cost savings and efficiencies
  • Ensure that the Council's approach to commercial, commissioning and procurement projects is efficient, effective and consistent by:
  • Embedding the use of appropriate eSourcing and related systems and tools covering all stages of the procurement cycle;
  • Embedding and helping improve the Council's governance processes in relation to procurement and contract management.
  • Build and develop effective relationships with key stakeholders, including but not limited to;
  • Understanding relevant service area business plans and areas of opportunity for efficiencies
  • Proposing, agreeing and driving implementation of appropriate procurement/category plans to support the service and overall Council objectives. Such plans may cover activity at any stage of the commissioning and procurement cycle, such as market development or Supplier Relationship Development

Essential skills/qualifications the Commercial & Procurement Lead should hold;

ESSENTIAL EXPERIENCE:

  • Demonstrable relevant experience, preferably in a local authority or a large public, private or voluntary sector organisation.

PREFERRED EXPERIENCE:

  • Relevant category experience.

ESSENTIAL QUALIFICATION(S):

  • Full membership of the Charted Institute of Purchasing and Supply.
  • Evidence of continuous professional development and willingness to complete relevant training & development.
