Description

Position Context

Network Services and IT Infrastructure Service Line (NSII SL) of the Directorate of Infrastructure (DIS) covers the full life cycle support (strategy, design, transition, operation and continuous service improvement, including Subject Matter Expertise) for providing the clients communications infrastructure up to layer 7 of the OSI model. It comprises of the people, processes and tools pertaining to ensure communication within the set boundaries (eg security) and MMR. It offers internal services within the NCI Agency and external services to the customer. The VTC Engineer will be under the supervision of the NSII NCI VTC Cell Head.

Duties:
The VTC Engineer will have the following responsibilities:
* Responsible for the delivery of 3rd level help desk services for Operations, Exercises and the Static VIDEO MCU Backbone and other NATO VIDEO conferencing equipment.
* Performing remote fault diagnosis at Operational, Exercises and other NATO sites using the VIDEO Management System.
* Performing remote routine maintenance of Operations, Exercises and the static VIDEO infrastructure, management appliances and other NATO VIDEO equipment.
* Performing the update of directory tables and performing required changes to the system documentation.
* Performing backups and restores of VTC core devices: MCUs, Management Appliances, and Session Border Controllers across a wide area network.
* Advising on fault diagnosis throughout NATO sites utilizing a number of management platforms (eg Netscout, Intermapper, Splunk).
* Coordination with sites to implement VTC elements centralization, standardization and best practices.
* Liaison and collaboration internally throughout the NCI Agency Service Line infrastructures and to external organisations for fault rectification activities.
* Responsible for the maintenance of Standard Operating Procedures within the VTC Cell.
* Configuration and evaluation of test scenarios within the NGCS Reference Facility, pertinent to the area of VTC configuration problem resolution.
* Operation of provided management tools and capabilities.
* Ensuring a common understanding of the available toolsets and method of utilization within the centralized and distributed user base.
* Investigating and proposing long term solutions to encountered equipment and configuration problems.
* Collaboration with vendors and resident engineering and operations staff to achieve system performance objectives.
* Performing of other duties as may be required.

Essential Skills and Experience
* Five years of experience in operation and configuration of Polycom VTC/Tandberg/Cisco VTC endpoints and MCUs (Multipoint Control Units).
* High level operational and configuration knowledge of VTC management appliances such as:
*Real Presence Resource Manager
* RMX MCUs,
* Distributed Management Application (DMA) 7000,
* Cisco MSE 8000
* Four years of experience with design, deployment and configuration of VTC solutions including MCUs, management appliances and endpoints.
* Expert knowledge of protocols and standards utilized in VTC and Unified Communications: SIP, TLS, H.323, H.245, H.239, G.711, G.722, Siren14, Siren22 and other similar standards.
* Three years of experience writing engineering test scenarios for VTC solutions.
* Proficiency in utilizing Audio Video control solutions such as Crestron, Extron, AMX.
* Experience with design, deployment, testing and evaluation of communications gateway Session Border Controller: ACME Packet, Cisco CUBE, Cisco VCS Expressway and Polycom RPAD.
* The ability to configure, optimize and diagnose VTC CODECs including Polycom HDX models, Polycom VSX models, Tandberg MXP series and Cisco C series devices.
* Intermediate knowledge in design, deployment and configuration VTC equipment integration with Unified Communications solutions such as Microsoft Lync or Cisco Jabber
* Familiarity with VNOC applications including Centralized Scheduling tools, Call Detail Record reporting tools and automated fault identification tools.
* Experience with device management tools such as HP Openview, Solar Winds or Intermapper to include adding devices to be monitored, creating automatic reporting thresholds and identifying devices that are not functioning properly.
* Ability to query VTC core devices such as management appliances, MCUs, Gatekeepers and ability to resolve quickly customer issues including: scheduling conflict or failure, missing participants, poor audio or video, dropped calls, bandwidth provisioning.
* Sound practical experience in the design, development, implementation, testing and maintenance of modern communications or information systems in a Local Area Network (LAN)/Wide Area Network (WAN) environment.
* At least three years of experience in online performance, accounting, fault, security and configuration management of digital and analogue networks and associated transmission systems to include switching systems in support of voice, telegraph and data transfer.
* Experience in site and system evaluation and in C2 configuration management (CM).
* Very good knowledge of Transmission and Telecommunication Systems Engineering and the associated aspects.
* The ability to articulate, verbally and in writing, expert designs, ideas, concepts and solutions.
Education
* University degree in a communications related subject and two years of experience working as a VTC engineer or
* Higher Secondary education and five years of experience working as a VTC engineer.
Language
Fluent in both spoken and written English

The work shall be performed on weekdays in accordance with the official working hours Monday - Thursday (08.30H - 17.30H) and Friday (08.30H - 15.30H).
Security Clearance
NATO Secret or national equivalent level (verification will be conducted).
Working Location
The work shall be executed Mons, Belgium with occasional duty travel to other sites.
