Objective
Under the direction of Head Quality & Safety Assurance Section, the incumbent will perform duties such as the following:
-Selects the safety related criteria and requirements appropriate for a project/product in co-ordination with the Project Manager and customer and in-line with established policies and processes.
-Ensures that these criteria/requirements are unambiguously defined, testable and adequately covered in the engineering, verification & validation and test activities of a project.
-Systematically monitors the execution and performance of projects from a safety and QA perspective through attending the appropriate walkthroughs, reviews, audits and test activities.
-Reviews project artefacts to verify their compliance with the defined safety related plans, requirements, standards, and legal regulations.
-Monitors the correct maintenance of the safety related quality records within the projects.
-Records the result of monitoring and provides feedback for corrective, preventive and improvement measures to the Project Manager.
-Collects and analyses the metric data defined for the functions above and generates the appropriate evaluation reports.
-Performs and supports on-the-job-training (OJT) as directed.
-Maintains a high level of expertise in the areas above and stays abreast of related best practices.
-Support or execute the conduct of QA inspection and audit at Contractor and Sub Contractors facilities to ensure compliance with quality and safety requirements.
-Performs other duties as required.
Qualifications
-As a minimum a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a related discipline and 5 years post related experience. Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency; that is, extensive and progressive expertise in the duties related to the function of the post or progressive managerial experience in fields directly related to the function of the post.
-Recent practical experience in the field of system or software QA and safety management preferably within large-scale distributed software intensive systems.
-Practical experience in the field of system architecture, design or software development or maintenance preferably on safety critical systems.
Desirable Experience and Education:
-Knowledge of QA and safety engineering theory, standards (eg IEC 61508, Mil-Std 498, UK Def Std 00-56, ESARR, IEC 61508, AQAP, ISO 9000 series, etc.) and techniques.
-Experience of working in an international environment.
-University degree in a technical subject with significant system/software safety content.
-Proof of training of in safety engineering or in a related field.
-Familiar with aspects of the architecture, engineering, specification and implementation of components and elements of C4I systems, especially within NATO, and have recent experience and knowledge of technical functions supporting military operations in the field of C4I;
-Knowledge of the AirC2 systems, including ACCS;
-Prior experience of working in an international environment comprising both military and civilian elements;
-Knowledge of NATO responsibilities and organization, including ACO and ACT.
