Description

The Digital Delivery Manager will be accountable for effective delivery of complex, high-risk digital products and services. They will have strong communication skills and engage senior stakeholders.

The Digital Delivery Manager will have experience across a range of products and services, throughout the entire life cycle, and have greater responsibility and accountability as the main point of escalation.

The Digital Delivery Manager will report to the Head of Digital Services and be allocated to deliver the following digital workstreams within a business-critical project (called Operational Delivery Transformation):

  • Digital Public Service & Case Management System
  • Data migration from our existing case management system
  • The development of a bespoke digital portal to replace the existing portal

Work includes:

  • Ensure that high-quality plans and appropriate resource is in place to deliver all aspects of projects from initiation through to transfer to live service
  • Work with the delivery team to prioritise, plan and deliver the backlog adopting Agile practices where applicable
  • Work with Government Digital Services to pass service assessments
  • Ensure projects are delivered within agreed cost and time constraints and business case and funding requests are produced as necessary to secure project or resource funding
  • Ensure the delivery function produces accurate reports and manages risks and issues, change control and all other processes
  • Ensure robust IT Delivery processes and tools are in place to ensure plans and progress against plans; risks, issues, dependencies, and changes are easily tracked, reported and escalated
  • Identify and address areas of conflict or potential delay, for example, where there are conflicting demands for specialist resource
  • Work closely with the Live Service Manager to ensure there is a defined and agreed smooth transition from delivery to live service, including senior business approval
  • Ensure all new systems and improvements to existing systems take into account non-functional requirements such as disaster recovery, performance, availability and service needs
  • procure IT equipment and services in partnership with PINS Commercial Team to support the delivery of digital technology projects and proactively manage the relationship with suppliers to ensure smooth delivery
  • Manage and influence a range of stakeholders, produce clear and non-technical advice on complex issues, presenting information clearly, concisely and inspiring confidence

  • Ability to take responsibility for effective supplier relationships
  • Ability to identify appropriate routes to market, including frameworks and effectively evaluate and deliver value for money

  • Retaining a continued awareness of spend v budget available
  • Ability to provide input into business cases

  • Understands the different phases of product delivery and is able to contribute to, plan or run these
  • Able to maintain a product or process through the delivery phases, through to live and into retirement
  • Able to lead a team through the different phases of the delivery life cycle
  • Can maintain and iterate a product over time to continuously meet user needs
  • Understands and is aware of incident management and service support so that products are built effectively

Agile and lean practices

  • Has knowledge of a range of Agile and Lean tools and techniques
  • Able to represent and be an advocate for these tools and techniques, be innovative and ensure they keep up to date with the latest trends

Communicating between the technical and non-technical

  • Able to communicate effectively across organisational, technical and political boundaries understanding the context
  • Able to advocate and communicate what a team does to create trust and authenticity
  • Can successfully react and respond to challenge

Maintaining delivery momentum

  • Able to solve issues and unblock problems
  • Able to engage in elements of risk management such as effectively managing and tracking the mitigation of risks
