Project Description:
This project has the objective to define and implement the new Operating Model and insource several responsibilities into Shell, with the goal to improve control over the service and its performance.
To establish and enable the new operating model, the following key deliverables are expected:
New Operating Model:
Define, implement and transition to the new IRM IP Operating Model, addressing the needs and challenges of the Cyber Defense Team, the Operations (SOM) and delivery (DV) organization. This includes process definitions, roles and responsibilities, operating procedures and IRM IP governance. In-house capabilities: Development of in-house Splunk knowledge/skills to support the IRM IP platform management, platform & data feed engineering and platform operations, by hiring, onboarding and training of resources that will support the new operating model.

Platform Management consultant is needed to lead the development, implementation and transition of IRM IP Platform management processes, including:
IT Service Governance & Management IT Strategy & IT Portfolio Management Business relationship management Resource Management Financial Management
Supplier Management Service Level Management Service Agreements & SLAs Performance Measurement and Reporting Risk Management Information Security Management Compliance mgmt. Continuous Improvement Knowledge Management Asset Management Catalogue Management Configuration Management Standards, Policies and Procedures IT Architecture Availability Management Continuity Management & DR
Responsible for the development, implementation and improvement of the above process, including the following process attributes:
Policies, Objectives & Plans Processes & Process Descriptions Standard Operating Procedures Templates & Checklists RACIs Process KPI's Process & automated Controls Supporting Tooling & Infrastructure Skills, Role Descriptions, Staffing Levels, Resource Planning Ways of Working (DevOps, Agile, Continuous Improvement)
In order to meet the project objective, the consultant is expected to:
Elicit and document business requirements Translate business requirements into functional requirements for the associated processes, process workflow and controls Assess existing processes and associated process gaps/improvements Document existing processes present in either Shell and/or supplier Design, document and embed to-be processes in the organization Act as a sounding board for alternate ideas/solution Propose alternate solutions to simplify, improve and automate solution Apply independent thinking to problem solve Lead discussions about process redesign Communicate and manage stakeholder expectations Define process performance targets and measure compliance
Apply knowledge of business process modelling Plan, monitor and report on status Educate business users responsible for managing and operating business processes Facilitate process workshop Document procedures and present new process designs to stakeholders
