Description

Venesky-Brown's client, a public sector organisation based in Edinburgh, are currently looking to recruit a Finance Manager for an initial 6 month contract on a rate of c.£250-£300/day (inside of IR35). Due to the current circumstances this role will initially be based remotely.

The Role:

The role involves supporting the setup of an effective financial control environment, internal reporting within the organisation and supporting the successful implementation of the organisation's new financial IT system. The role includes supporting and ensuring effective reporting of financial investments and having responsibility for effective contract monitoring and the provision of timely and accurate budget and financial performance information for senior managers.

Responsibilities:
Supporting the development of corporate financial management process including financial systems, corporate reporting, budget management and accounts production.
Supporting the setup of an effective financial control environment for the organisation including: implementation of the new finance system (including UAT); supporting the design of the organisation's internal monthly reporting (including chart of accounts), enforcing delegated authorities; set up of the organisation's financial and accounting policies.
Management and quality control of the organisation's monthly budget monitoring, cost profiling and projections, monthly reconciliations, preparation of financial out turn positions and sourcing of variance explanations from Team Leaders, including liaison with team leaders, project managers and the Programme Management Office to ensure accurate and timely communication of costs and spend, advising on budget management and reporting.
Ensuring timely and accurate analysis and review of major contract spend and liaison with procurement and others regarding spend on contracts.
Supporting financial investment management activities.
Coordinating the organisation's yearend financial processed and the preparation of financial accounts.
Consider, develop and support finance systems and processes providing advice and guidance on budgeting and accounting issues, recommend how these can be dealt with and follow through either identifying and/or implementing innovative solutions or to oversee their implementation.
Responsible for supporting the management and development of robust business processes and information systems providing guidance and support in accordance with recognised best practice to deliver positive outcomes.
Provide accounting and financial management advice to finance and non-finance staff, making use of appropriate language and terminology.

Essential Skills:
Professionally qualified accountant - CCAB professional accountancy body or equivalent with up to date CPD.
Proven ability to effectively interpret and apply solutions to accounting challenges.
Experience of gathering, analysing and communicating/presenting complex financial information.
Proven ability to work on your own initiative, coping with the demands of a fast changing environment where opportunities need to be quickly realised, whilst managing competing priorities and ensuring deadlines are met.

Desirable Skills:
Experience of the Government financial management processes.
Experience in team management in a dynamic and complex organisation
