Description
Institutional and human resources strategy consultant - The institutional and human resources strategy consultant will have extensive experience of working in national statistical systems, preferably in developing countries, and have a good understanding of the institutional and legal arrangements (Statistics Law, 2010) for the coordinated development of national statistical systems. The consultant will have extensive experience and technical background of reviewing and designing the human resources strategies and training needs of national statistical systems, particularly with weak capacity. Working closely with the staff of the Department of Statistics (DOS), the consultant will(i) assist the DOS in the organization of workshops and seminars at central and provincial levels for dissemination of the new Statistics Law and related decrees to the producers of official statistics and other stakeholders as laid down in the Statistics Law;
(ii) act as a key resource person in workshops and seminars; prepare workshop materials; promote, advocate, and create awareness about the provisions, rights, and duties of producers and users of official statistics under the new Statistics Law and its decrees;
(iii) undertake a training needs assessment to match the skills needed for statisticians of the DOS and other data producing ministries and agencies that will facilitate implementation of the Strategies for the Development of the National Statistical System;
(iv) design training programs for statisticians in the DOS and other government agencies to upgrade their statistical skills and educational qualifications to equip them to collect, compile, analyze, and disseminate data with high quality and professionalism;
(v) review the existing internal training facilities in the DOS and suggest how they could be improved and what statistics training programs should be conducted in collaboration with national academic institutions in the short and medium term;
(vi) suggest an appropriate mix of in-house and in-country training and external training programs, identify in-country institutions and external institutions or national statistics offices of neighboring countries that could serve as trainers, and identify the funding needs for training and the sources of funding (whether government budget or donor funding); and
(vii) suggest the infrastructure and/or equipment needs of the DOS for conducting training programs, if any.
