Senior Partnership Officer - Lead Analyst/Data Analyst

This role is Inside IR35 so applicants must be willing to engage via an Umbrella Company

Candidate must have Enhanced DBS, Child's Barred List Check - DBS Disclosure or willing to do.

Skills:

  • Knowledge of safeguarding and community safety and related disciplines preferably within inner city areas.
  • Ability to present highly complex statistical material to a variety of professional audiences.
  • Project Management - To manage multiple tasks which have a common outcome to be achieved within a finite timescale
  • Ability to persuade, convince, influence and make a positive impression on others (individuals or groups) to achieve positive outcomes
  • Experience of working in a partnership environment.

Purpose of the Job

To work with the Head of Community Safety & Partnerships and its management team, to strategically develop and ensure effective delivery and future planning of the individual business unit work areas, wider divisional priorities, wider client's priorities as well as the delivery of performance against local and national performance frameworks.

The Senior Partnership Officer will report to the Safeguarding Partnership Manager and will develop policy, strategy and programmes of activity to meet statutory obligations, including the crime reduction partnership.

Due to the nature of the business the post holder will represent the Community Safety and Partnerships Management team as an expert in their professional field.

Principal Accountabilities

  • To develop and lead effective strategic partnerships to deliver on SSAB and SSCP priorities.
  • To liaise and negotiate with partners to improve the SSAB approach to reducing re-offending and tackling anti-social behaviour as part of mainstream practice. To provide analysis and make recommendations to both Boards.
  • To lead the planning and continual improvement of their business area, by ensuring that the relevant strategic partnerships deliver high quality services and achieves performance against national and local targets.
  • To develop and manage new programmes of activity which develop the capacity of the SSAB/SSCP to achieve implementation of the Southwark Rolling Plan
  • To establish effective working relationships with senior managers across the partnership to enable the strategic and operational delivery of the SSAB/SSCP priorities.
  • To be aware of political complexities of the SSAB/SSCP priorities that cut across Cabinet Member and other political portfolios and the implications for their allocated areas of responsibility.
  • To work with regional and central government through established groups and mechanisms to support statutory obligations. To seek to influence the development of national and London policy in ways that support client's objectives. To promote the work of Southwark in relation to crime and disorder reduction within a national and regional context.
  • To influence budget and resource allocation of partner agencies to support SSAB and SSCP priorities.
  • To ensure that SSAB and SSCP priorities are Embedded in partner agencies' business plans and be responsible for monitoring resources and performance against Partnership Indicators.
  • To work closely with the other Community Safety & Partnerships Business Units and ensure their priorities support statutory and corporate community safety responsibilities.
  • Pro-actively identify developments in best practice, legislative, social and economic, and other changes with responsibility for integrating them into the work of the SSAB and SSCP.
  • Provide advice and guidance to the individual members of the SSAB and SSCP to enable them to fulfil their roles, providing a resource for sharing information and ensuring all members are able to participate effectively in delivering the SSAB and SSCP business plans.
  • To maintain and develop appropriate relationships with other departments, external agencies and the community, and to develop joint initiatives and partnerships where these add significant value to service delivery.
  • To provide statutory and other performance returns as required and appropriate government and non-governmental agencies.
  • To be responsible for the health and safety of all staff working within the Service, other employees, members of the public and third parties who may be affected by the Service's activities.
  • To work with the Safeguarding Partnerships Service Manager on the analysis of service requirements and for the provision, review and monitoring of performance indicators by which the responsiveness, quality, efficiency and cost effectiveness of the Business Unit's services are demonstrated.
  • Securing additional funding for the Service, bidding for external funds with other agencies and partners, including of income generation.
  • To manage information systems across partner agencies by using and promoting IS systems to ensure that the SSAB and SSCP make the best uses of the resources that are available.
  • To market, communicate and engage with the community in order to ensure high levels of public usage and participation with the services.
  • To be responsible for ensuring services are delivered with regard to the highest attainable standards of customer care and satisfaction, whilst maintaining the client's responsibilities to enforce statutory provision.
  • To identify and integrate diversity and equal opportunities in the business and work planning processes.
  • Provide advice, expertise and practical support to other internal and external agencies and community and voluntary sector groups in relation to community safety and the achievement of the Southwark Rolling Plan.
  • To undertake special assignments as may be necessary in the exigencies of the council
  • To undertake any other duties consistent with the level and nature of the post
