Procurement and Contracts Lead

Reporting to Senior Manager, Procurement and Contracts for CA Start-Up Services, the Procurement and Contracts Lead, is responsible for managing and overseeing the Project Capital Buyers and the procurement process for all furniture and equipment identified and requested by Operations and NFS partners. This position assigns workflow to Buyers for both Projects and Capital, and insures timely processing of orders to meet department goals, milestones for projects, in coordination with CA Start-Up Services Lead Project Managers. Procurement and Contracts Lead initiates and implements goals and strategies with Procurement team and identifies savings opportunities, leverage buys, while insuring adherence to company standards, policies, Sarbanes-Oaxley, Principles of Responsibility. Procurement and Contracts Lead also evaluates established performance standards for Procurement team, supplier performance. Procurement and Contracts Lead must be responsive, customer service oriented, good presentation skills – oral and written, and develop collaborative relationships including, but not limited to other Managers within the department, NFS and Operations Partners, other groups within Procurement and Supply.

Qualifications:

• Managing and Human Resources functions to include: hiring, evaluations, timecards, expense reports, training and development, professional organizations, supplies and office needs, assist with department budget.
• Insures resources are available and plans for backfill of positions, if needed.
• Maintain desktop procedures and implement company, procurement and supply policies.
• Consistently supports compliance and Principles of Responsibility (client Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non compliance, and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and client’s policies and procedures.
• Oversees process with Buyer Team to identify products for potential contracting opportunities for the National Purchasing Organization, and lead contracting and negotiation efforts, as applicable. Strategically plans negotiation and leverage buy opportunities, adds value to the bottom line for organization.
• Oversee all P.O. transactions, and check standards, review quotes, validate CLIENT/Med Assets Contracts/pricing, send equipment requests/bulk orders out to bid as applicable, negotiate contract terms and insure applicable contract terms and conditions are included in P.O., accepted by supplier.
• Manages overall P.O. Status Report – Projects and Capital, and manages open order status to insure timely processing of orders.

• Manage issues and obtain resolution for legal, sourcing and CLIENT/Med Assets contract matter. Take the lead for major commodities, as well as overseeing Buyers that will be taking the lead on specified commodities to include: serving on standards committees, coordinating with Med Assets, legal (as applicable) and Sourcing Managers. Review findings, updates in Procurement group monthly team staff meetings, as well as advise other Managers, CA Start-Up Services team members in quarterly staff meeting, as applicable.
• Evaluate supplier performance, develop supplier partners.
• Consolidated Reporting: Savings, Metrics, P.O./Global Commodites Report – Project P.O. Tracking, WEBI, Business Objects, and the CA Start-Up Services Oracle application.

Education/License/Certification:

• Bachelors degree, or equivalent experience in Finance, Business Administration, Health Care Administration or related field. Significant experience (usually ten (10)+ years) in procurement services, along with demonstrated supervisory experience – high level projects and/or staff - 5 years minimum.
• Familiarity with medical terminology and/or medical equipment/supplies desirable. Proficiency in customer service and problem solving and decision making.
• Excellent written and verbal communication skills. Strong interpersonal skills.
• Must be able to work in a Labor/Management Partnership environment.
• Demonstrate ability to develop reports, goals and process improvements, make presentations.
• Must utilize critical thinking, be strategic and have problem-solving skills.
• C.P.M. Certificate preferred. This position will require working regular and off hours.

NOTE: This position may require some limited travel to Pleasanton, and possibly to the SCAL Region. Initially, the position would oversee 5 individuals at Harrison in Oakland, and indirectly, 6 in SCAL. It is important to note we expect to fill this position with a full time FTE within 3 - 6 months, and the candidate will need to posssess the skills to oversee up to 11 Buyers throughout the State of CA.
