General Nature of Duties:
The consultant will assist the unit data manager with the following duties and responsibilities in enhancing our laboratory data reporting system:
Leading Electronic Lab Reporting (ELR supplemental)
Using SAS, build an interface to allow for efficient matching between HIV/AIDS surveillance database (eHARS) and external databases for case finding and death ascertainment activities.
Using SAS, write programs to clean eHARS data and perform quality assurance activities. The goal would be to write user-friendly programs that can be modified and used later by other HIV surveillance staff performing these activities.
Match eHARS with Social Security Death Index ) to identify deaths among persons reported in eHARS. Import death information into eHARS.
Match eHARS with Medicaid database to identify persons infected with HIV who have not been reported to eHARS.
Match eHARS with Georgia Department of Public Health's Vital Records Death File for case finding purposes as well to identify deaths among persons reported in eHARS. Import all newly identified cases and death information into eHARS.
Using CDC SAS codes to analyze HIV surveillance data and assess performance on process and outcome standards/objectives, including death ascertainment, completeness, timeliness, risk ascertainment, intra-jurisdiction duplicates, CD4 Reporting.
Using existing SAS code, modifying and developing SAS code in assisting special analytical project, such as Unmet Need
Qualifications
Minimum Qualifications:
3 years of experience with SAS programming in a health care environmentProficiency with SAS/BASE, SAS/MACROS and SAS ODS and SAS SQLExperience linking health care databasesExperience importing Microsoft Excel/Access records into SASExperience with data cleaning and data quality assuranceExperience with analytical manipulation and interpretation of large databasesMinimum Master's degree in statistics, epidemiology/public health, or related area
Preferred Qualifications:
Experience in public health/epidemiologyExperience with eHARSKnowledge of advanced programming in Access, Excel, VBAProject management experience
