Our client require an experienced Procurement Officer/Consultant to be based on site in Essex. To be considered for this role you must have the following experience/skills:

To implement corporate procurement strategies and initiatives with clear objectives and support development of performance measurement systems.

To maintain and update a register of contracts for goods, works and services

Ensure that the provision of day to day technical support is available to Heads of Service and Service Managers including negotiation support in line with the Procurement Charter.

To liaise with Heads of Service and Service Managers in relation to the performance of individual contracts.

To work in liaison with the Audit Service to improve compliance and ensure the propriety of relationships between the client and it's suppliers.

To keep abreast of developments and best practice in procurement across the public and private sector.

To deliver best value in procurement through analysis of procurement opportunities, evaluation of proposals and clear presentation of options to enable good decision making.

To liaise with other Officers with regard to legislative and legal developments in dealing with procurement issues.

*Understanding procurement principles, regulations and procedures
*Ability to project manage the procurement process and deliver procurements to time

*Procurement Legislation and regulation
*Understanding of procurement practice and process
*Good negotiating skills
*Awareness of current ideas and trends in procurement
*Knowledge of government initiatives to deliver best value in local government

3. Special Knowledge - Desirable
*Typical local authority procurement procedures and standing orders

4. Experience - Essential
*Experience managing and delivering significant procurement projects through the European process

4. Other Requirements - Essential
*Understanding of Health and Safety in an office environment
*Willingness to undergo relevant training courses when required
*Flexible approach to working hours
*Willingness to work at various location/bases

5. Other Requirements - Desirable
*Pursuing qualifications in Procurement
