Description
We require a Cost Estimator and a Senior Cost Estimator for a 12 month contract in Norway to provide Capital Cost Estimates for the various Onshore, Offshore and Subsea/Pipeline projects from a feasibility concept stage through to Final Investment Decision.Cost Estimating function includes; development of estimate plans, development of Estimate Basis documents, and benchmarking of the estimate results. Interaction with other disciplines on the various projects, such as Project management, Project Engineering, Discipline Engineering, Contracts & Procurement, Finance, Economics, etc, will be required.
The cost estimator will indirectly influence and help in the sanction process for project values up to $5 billion
Principal Accountabilities:
. Ensure the delivery of products that meet the functional requirements of stakeholders and that work is done such that risks are managed and that appropriate reviews are carried out.
. Translation of a Technical Project Scope into the estimate of Capital and Operational expenditure costs.
. Estimate and compare (like for like) alternate development concepts
. Provide estimates covering all phases of a project including the costs associated with the design, procurement, construction, implementation, commissioning and start-up of the hardware elements
. Working with the Risk Analyst translate of the project`s risk profile into cost contingency via deterministic and probabilistic methods,
. Adjust estimates for the potential effect of market movements over the project timescale, and the complete suite of &Owner`s Costs& that the Company will experience (eg management organisation, venture set-up, licences, insurances, land purchase etc.).
Key Challenges:
. Building close working relationships with the established projects organisation as well as other internal and external stakeholders. (Planning, Finance, Economics, Contracts and Procurement, Engineering, etc.)
. Maintain and promote realism in the project`s cost estimates in the face of delivery pressure and optimism from team members.
. Maintain consistency across control document base lines and enforce strict adherence to the change control process.
Job Knowledge, Skills & Experience:
. A university degree in Engineering, Science or Quantity Surveying with a minimum of 7 years experience in the E & P business, preferably in a project environment
. Working knowledge of cost estimating including estimating systems, tools (including risk tools) and practices
. Excellent analytical, oral and written communication skills
. Good interpersonal and leadership skills
