Sr. Programmer Analyst

Our large Government account in Raleigh, NC is seeking a short term (12 month maximum) Sr. Programmer Analyst. The selected candidate will work in the position of Programmer Analyst and will lead development activities for the client’s GIS Unit in support of the Rome Project and will help ensure that GIS software tools are modified and successfully integrated with the vendor COTS product solution being delivered to NCDOT. For this position, broad technical skills and experience is required.

Specific responsibilities include:

- Work with the project team to understand the business and technical requirements related to scope of assignment.
- Modify and/or develop software tools to meet NCDOT requirements related to the Rome project.
- Assist with new technology R&D and rollout. (eg, Silverlight API, mobile devices, etc.)
- Build, execute and/or review test cases and testing results, per industry best practices.
- Conduct performance testing, to include designing, developing and deploying Geospatial Infrastructure performance testing processes.
- Ensure all delivered code is stable in O&M environment and is versioned and stored per GIS Unit procedures.
- Lead and support automation of processes to support the Rome project and the GIS Unit.
- Develop and support the creation and review of technical project documentation.
- Provide knowledge transfer and training to NCDOT personnel, per project plans.
- Work effectively within the GIS Unit's project team model.

Required skills and experience needed include:

- Senior technical experience with ability to provide technical leadership of tasks assigned.
- Extensive experience programming with C# in the ArcGIS application environment.
- Extensive experience with linear referencing, networks and versioned environments as they relate to Esri application.
- Strong technical background, with ability to automate processes and develop solutions to meet project needs.
- Ability to support development of use cases and project requirements.
- Extensive experience planning and executing software test activities, to include formal user acceptance.
- Ability to develop and deliver high-quality project documentation.
- Ability to communicate effectively in verbal and written forms.
- Excellent coaching and mentoring skills.
- Strong team orientation.
- Background in GIS technologies and systems.

Highly preferred:

- Experience leading task teams is a plus!
