Our client requires the services of a Senior Consultant, to provide deliverables including, but not limited to, the following:

Develop the IT Strategy by documenting and assessing the current state of Client's technologies and identifying material gaps or overlaps/duplication.

Create a target state vision based on business strategy and plan over the next 3 to 5 years, which defines the business architecture and is supported by underlying business descriptions, system, application, and technology architectures, as well as a set of defined guiding principles and standards.

Leverage, where feasible and reasonable, external partnerships to deploy technology that aligns well with the best business interests of a Client.

Utilize knowledge of the current IT environment and industry IT trends to identify the engagement and client service issues, and communicate this information to IT management and client management teams through written correspondence and verbal presentations.

Establish a set of Architecture governance guidelines including the proposed use and deployment of technology within the Client and the creation of policies, processes, and procedures around technology governance.

Demonstrate logical, analytic, conceptual, and strategic thinking skills to provide decision support to both business and I&IT teams on projects, programs, and initiatives.

Assist and support in the prioritization of major Client's IT initiatives in the short, medium, and long term.

Provide assistance to the core I&IT team to recruit seasoned and skilled, Enterprise, Solution, and Technical Architects.

Transition architecture-related responsibilities over to the core I&IT team in a reasonable and timely manner.

Establish the strategic policies for I&IT (eg, buy vs. build, internal/partner/outsource), in collaboration with senior I&IT leaders, in the context of Client's business goals, objectives, and strategy.

Ensure the development of a comprehensive technology vision aligned with Client's business objectives and goals.

Collaborate with other teams to transition the ongoing development and stewardship of the IT Strategy to the Client's core I&IT Planning/Enterprise Architecture team.

Coach and mentor when working with staff to develop and extend capabilities related to enterprise, solution, and technical architects.

Advocate change management, ensuring that the processes, methods, and disciplines are transferred to I&IT in a reasonable and timely manner.

Transfer knowledge to the appropriate Client's IT executive and contribute to other project initiatives or programs assigned by the CIO.

Promote the benefits of Enterprise Architecture to the organization.

Ensure proper Enterprise Architecture approval processes, methodology, standards, and best practices are consistently applied and tracked through continuous audit and oversight.

Required qualifications and experience:

Experience: 20 years minimum

University degree in one of Computer Science, Engineering or Business Administration.

An MBA would be an asset. A designation in any of the following: accounting, IT, IT auditing, IT security, risk management, ITIL, project management, networking, or systems development would be an asset.

15+ years of overall IT experience working in a technical environment in banking, telecom, major retail, or provincial/federal government at the most senior levels. A minimum of 5+ years of experience working as a Chief Architect leading a team of Architects with overall responsibility for the Enterprise Architecture function at two mid-to-large-size organizations supporting multiple business teams that compete for IT resources.

Significant experience with CobiT, ISO027002, ITIL, CMM, and M3416/SAS70.

Demonstrated ability to create a full IT Strategy that includes current state assessment, target state vision, and a transition plan, and accompanying IT roadmap.

Demonstrated technical leadership in IT Strategic Planning and "selling" those plans to the organization.

Significant knowledge of industry standard enterprise architecture frameworks such as Zachman and TOGAF, or accepted in use proprietary frameworks essential.

Enterprise Architectures, Enterprise Accounting Systems, Human Resource Systems, Datawarehouse, Business Intelligence Analytics, Customer Relationship Management, E-mail and Document Management Systems, Data Centres, Cloud Computing, Digital Content Management Frameworks, Corporate Web Intranets and Portals Methodologies, tools, and enablers.

Executive level communications, including negotiations, consensus building, and presentations.

Vendor management, with a solid understanding of both the contractual and deal construction associated with strategic and external third party relationships.

IT risk management and security

Demonstrated integrity while working within a professional public sector environment.

In depth knowledge of the IT industry in terms of emerging and enabling technologies.
